The HK Government to Earn At Least HKD1.443 million of Fine from Civilians Ticketed by the Police

As of Dec 6, 2020, the Hong Kong Government issued over 7,217 fine tickets to the local population, which amounted to over 1.443 million HKD.

The Hong Kong Police issued 99.3% of these tickets and prosecuted 56 cases. The remaining 54 tickets were issued by the Food and Health Bureau.

With the coronavirus outbreak, the Hong Kong government implemented “group gathering restriction” since 29 March, 2020.

However, the fixed penalty of HKD2,000 will expire on 11 December, 2020, meaning that the authorities will possibly increase the penalty to HKD5,000 per ticket.

63-year-old Man Dies After Receiving China-made #Sinovec Jab

On March 2, 2021, media in Hong Kong reported that a 63-year-old died lesd than 2 days after receiving the China-made Sinovec covid-19 vaccine on Feb 26, 2021. The man developed difficulties in breathing on Feb 28. He fell into a coma and passed away on the same day where he admitted himself to the hospital.

The health authorities in Hong Kong did not release any information of the case only two days later. The government issued a press release after receiving plenty of media inquiries. The authorities denied that the death is related to the vaccination and insisted that the China-made vaccine is "safe".

On Feb 26, 2021, the first day of the vaccination scheme, a 72-year-old man in Hong Kong suffered hypertension and heart palpitation after receiving the #Sinovec Jab and is still hospitalised as on Mar 1. An elderly lady also felt unwell for similiar reason.

On March 1 alone, four people, aged 39, 45, 48 and 69, were reported sick after vaccination. They exhibited symptons such as dizziness, high blood pressure, fatigue and and were all sent to the hospital.

Brazil Stops Purchasing more Coronavac Vaccine and Does not Recommend for the 3rd Dose Booster

Brazil is a major customer of China's Coronavac. However, due to the rising efficacy concerns against the COVID Delta variant, along with other vaccines becoming more accessible, the Brazilian government pauses the Coronavac vaccines purchases and encourages people not to use it for a third booster shot. The CoronaVac vaccine factory originally planned to be built in Brazil is also unknown whether it will be built as scheduled.

The Wall Street Journal mentions that Brazil has almost fully purchased 100 million doses of China’s CoronaVac shot. However, the Brazilian government no longer recommends using CoronaVac as a booster dose, but Pfizer instead due to the low protective rates of CoronaVac.

According to the Brazilian government data, the Chinese shot accounted for 80% of the doses at the beginning of the year due to the National Immunization Programme but now declines to less than 35%. The data also shows two-thirds of Brazilians have had one vaccine shot, and just over a third have had two doses.

The University of Hong Kong Imposes Vaccine Mandate in Coming School Term

In an email sent on November 11, 2021 to all staff and students by the management, the University of Hong Kong (#HKU) requires everyone entering the campus to be fully vaccinated against Covid-19 from January 17, 2022 onwards.

Otherwise, unvaccinated personnels will have to undergo weekly Covid-19 tests at their own expenses.

Citizen Journalist Zhang Zhan Jailed over Covid-19 Report, Weighing Less Than 40kg on Hunger Strike
Her Family: She may not live long


China citizen journalist Zhang Zhan was sentenced to four years in prison for "picking quarrels and provoking trouble" after exposing the epidemic in Wuhan last year. She has been on a hunger strike in prison, and her health is deteriorating.

Her brother, Zhang Ju, recently posted on Twitter that his sister appears to be terminally ill and is worried that she will not be able to survive the winter. The British Embassy in China urges the Chinese authorities to release Zhang Zhan and other detained journalists immediately.

In a series of posts on Twitter on Saturday and Sunday, Zhang Ju revealed his sister Zhang Zhan's latest condition and posted her old photos. "I don't think she can live much longer," he said, adding that Zhang is 177cm tall but weighs less than 40kg now, "if she doesn't make it through the coming cold winter, I hope the world will remember her".

Editor note: "picking quarrels and provoking trouble" is a charge routinely used to suppress dissent, levelling against citizen journalists, human rights lawyers and activists.

Sports Event Organisers in Hong Kong Ban "Hong Kong Add Oil" in Upcoming Events

The Hong Kong Cycling Festival and the Cross-harbour Swimming Competition announced on November 16, 2021 that their events will resume after the cancellations due to the 2019 Anti-ELAB movement and the subsequent #COVID19 pandemic in 2020.

However, the organizers are banning the participants from displaying slogans such as “Hong Kong Add Oil” (meaning, "Go for it, Hong Kong") at the upcoming events. They called it a "political slogan."

The organisers warned they will involve the police if people refuse to cooperate.

Manson Hung, director of event & product development at the Hong Kong Tourism Board said that, if the cyclists show political slogans on their outfit or bicycles, the organisers will demand them to remove them. If this is to no avail, then the organizer will involve the “appropriate law enforcement departments.”

When asked if "Hong Kong add oil” was a so-called "inappropriate" Cantonese phrase, Hung gave a vague response, “I think you understand.”

Hong Kong Government Officials and Politicians Reportedly Breach Gathering Ban, Carrie Lam dodges responsibility


#CasparTsui, the Hong Kong SAR Government's Secretary for Home Affairs, was found attending a birthday party with over 100 guests organized by a Hong Kong delegate to PRC’s top legislature. Photos were leaked out showing the attendees without wearing any mask and violating the gathering ban. It was reported that Tsui did not record his whereabouts in the compulsory government-made GoHomeSafe App.

Less than a week ago, following reports of a #CathayPacific aircrew staffer violating quarantine restrictions and prompting a cluster outbreak in the city, Hong Kong's Chief Executive #CarrieLam summoned the chairman and the CEO of the airline to “express strong discontent.”

On January 4, 2022, Lam was recorded saying saying that although senior management may not be aware of their staff member’s actions, it should not be exploited as a “disclaimer” to shirk responsibility.

Sternly Lam told Cathay Pacific,
"you, being the head of an organization, are in similar capacity as me, being the Chief Executive of Hong Kong. I am accountable for every happenings in the city.”

However, Lam changed the saying after the scandal of the government officials broke out on January 2, 2022 Since a guest had contracted COVID, Caspar Tsui and other guests were sent to compulsory Covid-19 quarantine at Penny’s Bay.

This time. when asked if the Chief Executive should take similar responsibility over the case involving the banquet, Carrie Lam apparently bent "accountability" to her own interests, saying that being accountable was not equal to “taking personal responsibility for the personal decision and actions of every colleague.”

Hong Kong seizes
#hamsters from pet store for mass cull

//Authorities in Hong Kong have swooped in on a pet shop, seizing a number of hamsters to be euthanised following a Covid outbreak.

Crowds gathered outside the shop as the animals were carried away in boxes.

Families who have bought a hamster from the Little Boss pet store since 22 December have been told to hand over their pet for euthanasia.

Some 2,000 hamsters and other small mammals are set to be culled because of the outbreak linked to the shop.

Thousands of people have signed a petition against the move.

Unlike many other places, Hong Kong has maintained a "zero Covid" strategy focused on eliminating the disease.//

#Poll: One out of four #Hongkonger wants to emigrate; #CarrieLam: Not interested

On March 25, 2022, the Hong Kong Public Opinion Research Institute (#HKPORI) announced some alarming survey findings that a quarter of the city population plans to emigrate, citing political uncertainty as the key reason.

Reporters took this issue to the #ChiefExecutive, Carrie Lam and asked whether measures are in place to retain talents.

Lam brushed the question aside as she responded in contempt, "I am not interested in these surveys in general. So I am not going to comment."

Lam asked Hong Kong people to stay confident as she foresees the #COVID19 pandemic receding in 4 weeks.

Lam's colleague, a member of the Executive Council, Bernard Charnwut Chan, apparently has a different view.

Chan expressed concerns over Hong Kong's role as the financial center in Asia when multinational corporations are moving their Asia Pacific headquarters away from Hong Kong.

Chan told reporters on a radio talk show that chances for these headquarters to be relocated back to Hong Kong are slim.

Although Hong Kong has lifted flight bans against 9 countries, inbound restrictions remained in force while many countries have removed COVID-19 restrictions altogether.

Furious Chinese Netizens over City Lockdown posts National Anthem "Rise Up" to Protest, and are Promptly Blocked on Weibo

With the widespread of #Omicron in Shanghai, the Chinese government is responding with a tougher stain on the lockdown of the city, leading to public discontent and resistance.

Many Chinese netizens used the first line of the national anthem, "Rise up! Those refuse to be slaves", as a hashtag and posted it on #Weibo to express their anger. This was blocked by Weibo later on, which is ridiculously tantamount to making the national anthem a forbidden word.

It was found later, after searching on Weibo, that the national anthem is still searchable, but the search results would be blanked if the keyword is a hashtag of the national anthem.

This is not the first time China has banned its national anthem. Back in the early days of the #COVID19 outbreak in #Wuhan, when 'whistle blower' Dr. Li Wenliang died, Douban.com banned the lyrics of the same song for "containing radical current affairs or ideology".

Shanghai Violinist Leaped to his Death after COVID Restrictions Denied him Medical Assistance

71-year-old amateur violinist Chen Shunping, who lived in #Shanghai, had taken his own life after being denied medical help for his suspected pancreatitis during the city's month-long lockdown. He was a member of the Shanghai Pops Orchestra.

Three #COVID19 deaths had been recorded [Ed: as of April 18] since Shanghai's lockdown began in late March, all of whom were seniors with chronic illnesses.

However, reports often surfaced on Chinese social media surrounding deaths of patients not being able to get medical treatment.

According to chat messages from Chen's family, he began to feel unwell in the evening of April 13, with stomach pains and vomiting; from experience, he suspected it was pancreatitis.

His family called an ambulance, who took Chen to two separate hospitals, but both turned him away, citing COVID restrictions. Unable to endure the severe pain, Chen left suicide notes for his family before leaping to his death from his apartment.

Chen's wife was stricken with grief as she remembered him as a cheerful and kind man, with a passion for life and music: "This society had taken an ordinary, lively man and pushed him to his death!"

His death also sparked outcry online; netizens commented that he "didn't get COVID, but died because of COVID."

A separate incident of a pregnant Shanghai woman who died from blood loss during a premature birth also circulated on social media. Shanghai police quickly refuted it as "fake news", announcing that the woman successfully gave birth to twins, and that they had arrested the spreader of the rumor.

Netizens were quick to react: "Why don't you refute Chen Shunping's fake news?" "Chen's case still hasn't been refuted, so it must be true."

‘I’m Very Anxious’: China’s #Lockdowns Leave Millions Out of Work

//Migrant workers and recent college graduates have been hit hardest by shuttered factories, closed construction sites and an anemic job market.

As China battles its worst coronavirus outbreaks, its uncompromising determination to eliminate infections has left millions unable to work. Stringent lockdowns, hitting city after city, have forced factories and businesses to shut, sometimes for weeks, including in some of the country’s most important economic centers.

Two groups have been especially hard-hit: migrant workers — the roughly 280 million laborers who travel from rural areas to cities to work in sectors such as manufacturing and construction — and recent college graduates. Nearly 11 million college students, a record, are expected to graduate this year...

Yang Jiwei, a 21-year-old from Anhui Province, worked as a waiter in Shanghai when the lockdown began. His residence, shared with four other people, had no kitchen supplies, so they could not cook the few packages of vegetables and meat that local officials had provided. He had been eating a dwindling supply of instant noodles...

But the official unemployment figures are widely considered an undercount. They do not capture many migrant workers, and they also count people as unemployed only if they are able to start working within two weeks. That would exclude people under extended lockdowns or the growing numbers of young people deferring job searches...//

#IMF cuts global growth outlook amid US, #China slowdowns

//Surging inflation and severe slowdowns in the United States and China prompted the IMF Tuesday [July 26, 2022] to downgrade its outlook for the global economy this year and next, while warning that the situation could get much worse...

"The outlook has darkened significantly since April," said IMF chief economist Pierre-Olivier Gourinchas. "The world may soon be teetering on the edge of a global recession, only two years after the last one."

"The world's three largest economies, the United States, China and the euro area are stalling with important consequences for the global outlook," he said at a briefing.

...China's economy is expected to slow dramatically in 2022, expanding just 3.3 percent -- the lowest in more than four decades other than the 2020 pandemic crisis -- due to Covid concerns and the "worsening crisis" in the property sector, the report said.

"The slowdown in China has global consequences: lockdowns added to global supply chain disruptions and the decline in domestic spending are reducing demand for goods and services from China's trade partners," the report said.//

China is set to open reopen its borders on January 8 after scrapping its draconian zero-COVID strategy as large-scale outbreaks sweep through its population.

WHO criticized the nation of 1.4 billion for under-representing the severity of its outbreak, calling China's data "incomplete".

Many countries have since imposed restrictions on travellers from China, a response the WHO has called "understandable". The list of countries continues to be growing.
