China ups vaccination drive with free eggs; coupons

China’s success at controlling the coronavirus outbreak has resulted in a population that has seemed almost reluctant to get vaccinated. So it is accelerating its inoculation campaign by offering incentives — free eggs, store coupons and discounts on groceries and merchandise — to those getting a shot. After a slow start, China is now giving millions of shots a day. On March 26 alone, it administered 6.1 million shots. A top government doctor, Zhong Nanshan, has announced a June goal of vaccinating 560 million of the country’s 1.4 billion people. The challenge lies partly in the sheer scale of the effort and the need to convince a population that currently feels safe from infections. “I think everyone has a sense of security and comfort, and there’s no big rush to get vaccinated unless you are asked to do so,” said Helen Chen, a health care specialist at a market research firm in Shanghai. But China also wants to open up as the world seeks to return to pre-pandemic normalcy and Beijing readies to welcome tens of thousands of visitors as host of the Winter Olympics in February 2022. For now, in major cities like Shanghai and Beijing, the government has relied mostly on sustained messaging and freebies to convince people to get vaccinated. Shopping malls have offered points at stores or coupons. A temple in Beijing offered free entry to anyone showing proof of vaccination. And then there are the free eggs. “Good news. Starting from today, residents 60 years old and above who have gotten their first shot are eligible for five ‘jin’ (2.5 kilograms or 5 1/2 pounds) of eggs. First come, first serve,” said a poster by a city-run health center in Beijing. Vaccination is supposed to be voluntary, but overzealous efforts by some local governments and companies prompted health officials to issue a warning this week against forced vaccinations. A hospital in Danzhou on the southern island province of Hainan issued an apology after it issued a notice to staff saying, “Those who are not vaccinated could be fired.” (AP)

Senator warns China might not free Spavor and Kovrig in Meng deal if Canada not part of effort

An expert in Canada-Asian relations is warning a future U.S. deal to set free Huawei executive Meng Wanzhou may not lead to the immediate release of two Canadians locked up in China – particularly if Ottawa is not seen as having played a significant role in her release.

Senator Yuen Pau Woo, as facilitator of the Independent Senators Group in the Red Chamber, is the leader of the largest bloc in the Senate. Prior to his appointment to the Senate, he served as president and CEO of the Asia Pacific Foundation of Canada in Vancouver.

Beijing warns US and Japan against 'collusion'

China said Friday it has expressed “serious concerns” to the United States and Japan over what it calls negative moves and collusion between the two countries against China. The statement from Foreign Ministry spokesperson Zhao Lijian came just before President Joe Biden welcomes Japanese Prime Minister Yoshihide Suga to the White House on Friday in his first face-to-face meeting with a foreign leader. That meeting is seen as reflecting Biden’s emphasis on strengthening alliances to deal with a more assertive China and other global challenges. Zhao told reporters at a daily briefing that Japan and the United States should “take China’s concerns and demands seriously, avoid words and actions that interfere in China’s internal affairs and harm China’s interests.” “China has no objection to the development of normal bilateral relations between Japan and the United States, but such relations should help enhance mutual understanding and trust among regional countries and contribute to peace and stability in the Asia-Pacific region, and should not target or harm the interests of third parties," Zhao said. China would “make necessary responses as appropriate," he said. Biden and Suga see their meeting as a chance to counter messaging from Chinese President Xi Jinping that America and democracies in general are on the decline, after the political turmoil and backing away from global leadership that marked Donald Trump’s presidency. Japan remains China's traditional rival dating from Tokyo's brutal WWII occupation of much of the country. Relations between Washington and Beijing are tenser than ever over trade, technology, Hong Kong, Taiwan and human rights, particularly China's policies toward Turkic Muslims in the northwestern region of Xinjiang. US and Chinese naval movements in the Taiwan Strait and South China Sea, which China claims virtually in its entirety, have added to tensions in recent days, following statements from US officials that Beijing may be accelerating its schedule to annex Taiwan by force. Biden says he suggested to UK's Johnson a plan to rival China's Belt and Road

U.S. President Joe Biden said he suggested to British Prime Minister Boris Johnson in a phone call on Friday that democratic countries should have an infrastructure plan to rival China’s Belt and Road initiative.

“I suggested we should have, essentially, a similar initiative, pulling from the democratic states, helping those communities around the world that, in fact, need help,” Biden told reporters.

China’s Belt and Road Initiative (BRI) is a multi-trillion-dollar infrastructure scheme launched in 2013 by President Xi Jinping involving development and investment initiatives that would stretch from East Asia to Europe.

Xi Jinping slams EU's carbon tax plan

President Xi Jinping slammed the European Union's plan for a carbon tax system on Friday in a call with the leaders of France and Germany, state media reported.The European Parliament on Wednesday endorsed the creation of a carbon border tax that would shield EU companies from cheaper imports from countries with weaker climate policies.The scheme is seen as a key part of the EU's Green Deal, an ambitious push to achieve carbon neutrality by 2050 and meet the targets of the Paris Climate Agreement."Tackling climate change is a shared responsibility... and should not become a geopolitical bargaining chip or used to attack other countries (or impose) trade barriers," Xi told France's Emmanuel Macron and Germany's Angela Merkel on the sidelines of a virtual climate summit, according to state broadcaster CCTV.Xi also urged developed countries to "set an example in reducing emissions" and help poorer nations to deal with the fallout from the climate crisis by sharing technology and increasing funding for green projects.China last year announced bold plans to peak carbon emissions before 2030 and become carbon-neutral by 2060.Transitioning from a carbon peak to carbon neutrality in three decades would be "a tough battle", Xi said.His comments come as US climate envoy John Kerry is in Shanghai to drum up support from the world's biggest polluter for America's drive to address environmental challenges.Kerry is in China for meetings with his counterparts until Saturday, the first visit by an official from the new US administration.The main purpose of his travels to China and elsewhere is to rally support for a virtual climate summit hosted by US President Joe Biden next week. China has not announced whether Xi will participate.China in recent years has taken over the mantle of global climate leadership left vacant when former US president Donald Trump withdrew from the Paris agreement to address the catastrophic effects of global warming.The US has rejoined the international accord under Biden's administration, that has also pledged to reduce emissions.Each year, the world's two biggest economies spew out more than half of the greenhouse gases linked to global warming.While Beijing and Washington have clashed over Hong Kong and Xinjiang, the climate issue is seen as a shared interest which cuts through the rancour.
