The effect of the policy is actually closing the HK's border, which keeps people from leaving or entering the city & turn #HK into a massive jail. #CCP set up an orchestrated campaign in order to silent activist, Drew Pavlou, in London. He was arrested & bailed out after having locked up for 23 hours without seeing his lawyer.
Fake emails were created to portrait him as a bomb threat to the Chinese embassy. He has also been receiving threats since.
