HKU Dormitory Forces Students to Move Away Overnight to Make Way for Quarantine Floors

Apple Daily received a complaint about lower-level floors of student dormitory at Lady Ho Tung Hall and Starr Hall being forcibly expropriated and used as quarantine floors for students returning from areas affected by the Wuhan pneumonia after the Lunar New Year holiday.

Students currently living on those floors were asked to move out on Jan 28. More than 70 students living in Lady Ho Tung Hall alone were affected.

Source also revealed that representatives of the university dormitories approached school authorities two weeks ago on this matter, and have been waiting for a reply. 15 Chairpersons of the student dormitories of HKU petitioned to Vice Chancellor Zhang Xiang, questioning the idea of having a quarantine floor, as it brings fearful reminders of how Amoy Gardens became a SARS cluster, and how this could happen in Lady Ho Tung Hall and Starr Hall.

About 200 PRC students of the University of Hong Kong are sent to hotels for quarantine, some of them do not strictly comply with the guidelines: Student accommodation staff from the HKU

Editorial note: PRC students’ non-compliance with quarantine guidelines not only increases the transmission of virus at community level, but it also reveals the deficiency of the current quarantine arrangement - nobody ensures actual isolation from the rest of the community.
Hotels are being abused as luxury free holidays. Hotel’s lack of authority and transparency to disclose whether they have high-risk visitors staying at the premises put other visitors at risk. Noted that a Wuhan couple stayed at W-hotel subsequently confirmed as coronavirus infected had transmitted the virus to people they had directed contacts as well as increasing other people who had contacts with them at two other hotels where they had been visited.

(5 Feb) The coronavirus epidemic continues to spread. HKU indicted some days ago that they arranged PRC students who returned to Hong Kong to stay at hotels for “self-quarantine.” However, some students did not strictly comply with the quarantine guidelines and “went around everywhere.”

The student dorms staff pointed out that all students were required to have their body temperature measured at the time of check-in. Staff asked the students which parts of PRC did they come from. They were then centralised for sending to many hotels, including L’Hotel Island South and other hotels in Yau Ma Tei and Kwun Tong, as well as other districts. HKU distributes body temperature measurement sheets to the students. Hotel staff is responsible for recording their body temperature.

The student dorms staff stated that since the coronavirus response plan began in the end of last month, at least 200 students had been sent to different hotels for “self-quarantine”. However, some of them did not strictly follow the quarantine guidelines. “They went around everywhere. Some went to work. Some even invited their friends to play at the hotels.” The staff said relevant students would be disciplined, including the issuance of warning letters and be expelled from dorm.

Ming Pao journalists attempted to enquire L’hotel about this but the hotel group refused to disclose whether HKU had arranged PRC students to stay at their hotel at Southern District. The hotel group only vaguely replied to media’s enquiry that they have ‘visitors’ from Mainland staying at the hotels who were required by the government to quarantine for 14 days. These people are not from Wuhan or other places in Hubei Province.

Instagram Account of Another Student Organization Hacked for Third Time in One Week

The Instagram account of HKCU Campus Radio was hacked at around 3 am on Saturday (April 18) when a series of login trails from a Guizhou Town in Guangdong Province of China was recorded, showing alleged attempts of system hacks as all the owners of the platform were stationed in Hong Kong. This has been the suspected hacker’s fourth attempt since March 29, seeking to seize control over the account by changing login information, albeit unsuccessful.

HKU Crops a Group Photo to Allegedly "Dis-appear" Pro-democracy Activist

Macau casino tycoon Stanley Ho died on May 26 at the age of 98. While the Hong Kong University released a group photo taken during Ho's visit to the university mourning his decease, Edward Leung, the famed imprisoned localist pro-democracy activist who was a then-student, was cut out from the photo.

Many netizens suspected the move was out of fear of the National Security Law, that the Chinese Communist Party may crack down on the university as Leung advocated for an anti-Beijing agenda.

The pro-democracy Safeguard HKU Concern Group has been hanging posters on campus since Sept 22, 2020, calling on university students and staff to voice support for the 12 Hongkongers captured and detained in China.

After midnight on September 24, the university management removed all relevant posters and materials within less than 2 days. These include a gigantic poster originally on display outside Exit A2 of the University of Hong Kong subway station.

Along with several pto-democracy lawmakers, President of the Hong Kong University Students' Union, Yip Zi-lam held a press conference on October 26, 2020.

Yip comdemned the appointment of the university’s pro-vice-presidents as a “black-box operation” which lacked transparency to the stakeholders.

Yip pointed out that both candidates were closely connected to China and the arrangement is detrimental to the University’s autonomy.

Now TV News Segment Removed Because News Chief “Personally Thinks it was Inappropriate”

A Now TV news segment was ordered to be removed by News Chief Bill Chan, claiming that he “personally thinks it was inappropriate”. The now-removed clip showed Ip Kin-yuen, a legislative councilor of the education sector expressing concerns about Max Shen, allegedly a Communist Party member, being nominated to be the vice-chancellor at the University of Hong Kong.

Hong Kong Journalists Association (HKJA) issued a statement saying that the removal of news segments is rare, and it is concerning whether the NowTV is self-censoring since the news report touched upon the topic of Max Shen’s status as a Communist Party member.

HKJA urged NowTV Chan to further explain and clarify his measures on handling this news segment in order to allay any public concern.

The governing council of the University of Hong Kong (#HKU) appointed two professors from mainland China, Max Shen Zuojan and Gong Peng, as vice-presidents. Shen is suspected to be a Communist Party member but the council clarified that the allegations are found to be unsubstantiated.

The Hong Kong Public Opinion Research Institute (#PORI) has interviewed 5,767 Hong Kong citizens in November 2020. The survey asked the question: 'The University of Hong Kong recently appointed two scholars from Tsinghua University, Max Shen and Peng Gong, as Vice-Presidents. How much do you consider the appointment to comply with, or not comply with, the principle of fairness?'.

89% of the pro-democracy respondents said the appointment did not comply with the principle of fairness. A total of 64% of respondents, pro-democracy or otherwise, considered the appointment 'not quite comply', ' very much not comply' and 'entirely not comply' with the principle.

Dr. Chan King-ming, associate professor at the School of Life Sciences of Chinese University of Hong Kong (#CUHK) and the former chairman of the Teacher's Association of CUHK, said that this appointment clearly shows the mainlandization and Sinicization of HKU.

Chan added that when he was the union chief a few years ago, a number of his colleagues at CUHK complained the use of Mandarin during meetings, 'it is now mainlandization, not globalization.'

Chan mentioned that since many mainland Chinese scholars had returned to China from the US, Hong Kong had become one of their preferred destinations. He worried that these scholars are being intentionally installed in different universities and organizations in Hong Kong. He added that HKU's appointment this time was related to the earlier change in the governance structure, such as the direct interventions occurring in the governing council and the Court. Such things had actually happened 15 years ago at the university.'

Chan also criticized that this appointment had already posed threats to academic freedom and institutional autonomy, and noted that the issue of resource allocation was involved here as a number of scholars had been invited to work in mainland China, especially the Greater Bay Area.

Regarding the National Security Law, Chan remarked that chilling effect had already been brought by the reporting hotline set up by the Police's National Security Department, and 'Cultural Revolution 2.0' had come. Some students had begun self-censoring as they changed the names of their online accounts.

#HKU Denies Contract Renewal for Renowned & Outspoken Hepatologist

At the University of Hong Kong (HKU), the Faculty of Medicine's Professor of Medicine and Hepatology, Lai Ching-lung, rejected from renewing his contract.

This decision of the University management will possibly lead to the departure of Lai as early as in June 2021.

It was reported that the HKU's Faculty of Medicine had already recommended Lai to have his contract renewed, but the recommendation was not taken by the University Selection and Promotion Committee.

The 72 year-old professor is socially conscious, and had participated in a sit-in during the 2019 anti-ELAB movement wearing a black mask, holding a slogan condemning the police for "obscuring the truth".

In 2020, at the start of the COVID-19 outbreak, Lai also appeared at the rally for healthcare professionals fighting to lock Hong Kong's borders with China.

Hong Kong University Management Continues Crackdown on Pro-democracy Students

According to the #CampusTV and the journal #Undergrad run by the students of the University of Hong Kong (#HKU), the University management has been removing pro-democracy slogans and materials posted on campus.

These targeted locations include the Democracy Wall, the building where the office of Students Union was located, and notice boards in general.

Overpassing gathering restrictions, more HK Government Officials found in private dinner with #CCP officials and businessmen

In a tip-off story published in late August 2021, the Under Secretary for Security #SonnyAu Chi-kwong, Director of Immigration #Au KaWang and Commissioner of Customs and Excise, #HermesTang Yi-hoi were found attending a controversial private dinner with senior executives of #ChinaEvergrande in March this year in Wanchai.

Police reportedly fined the three top officials for violating the COVID-19 gathering restriction.

Sources further revealed that more high-ranking CCP officials have also attended the private dinner, including officials from the Liaison Office of the Central Government in Hong Kong, and the Office of the Commissioner of the Ministry of Foreign Affairs of China in Hong Kong.

At the time of this report, the Office of the Commissioner of the Ministry of Foreign Affairs of China in Hong Kong has not responded to press inquiry. The Security Bureau, on the other hand, did not deny that assistant Commissioner Song Ru’an has attended the dinner.

The Bureau, however, stressed that only three Hong Kong officials were involved. It refused to divulge further, citing privacy and ongoing criminal case investigation as reasons.

Hong Kong Police did not reply whether a fine ticket will be issued to the assistant commissioner, Song.

Other attendees of the private dinner were Lai Wai-ha, Deputy Director of China Affairs of the University of Hong Kong; a commissioner of Fire Department and current senior executives of four Chinese enterprises in Hong Kong.

Responding to press inquiry, the University of Hong Kong (#HKU) denied that it was an official event saying that Lai was "invited by her friends" to the dinner.

The Fire Department said the concerning official has left the Department so it could not comment on personal matters.

All four Chinese enterprises have yet to respond.

Over a dozen companies refuse to transport #PillarofShame, citing concerns over Chinese government's reprisal

The Pillar of Shame - the Tiananmen memorial at the University of Hong Kong (#HKU) which stood for more than 20 years - has been dismantled and packed away in cargo containers by the University management in the middle of the night in December 2021.

Since then, the creator of the Pillar, Danish artist #JensGalschiøt, had been attempting to ship the Pillar back to Denmark.

In a statement, Galschiøt said that his team, including lawyers, 2 shipping companies, and even the Danish Ministry of Foreign Affairs were involved in the effort, but they had yet to find a company to move the cargo container from storage to the container wharf.

12 shipping companies turned them down, all citing concerns over the Chinese government taking vengeance on them.

Galschiøt reiterated that he is still hopeful for success, but it remains unclear as to when the Pillar can be shipped out of Hong Kong.
