It’s time to change the channel…RTHK awaits you

RTHK was struck, twice, on 4 March.

1. The Communications Authority announced it will cancel the requirement for free local TV licence holders to broadcast RTHK programming. This means that channels such as TVB and ViuTV can now stop broadcasting RTHK programmes if they so wish. (Prior to this announcement, broadcast licence holders TVB and HKTVE were obliged to broadcast 3.5 hours and 2.5 hours of RTHK programmes per week respectively on their integrated Chinese channels.)

2. Police Commissioner Chris P.K. Tang wrote to the Director of Broadcasting (of RTHK) and the Communications Authority again, criticising the content in a clip on "Headline News" which he claimed has caused viewers to have the wrong impression of the HKPF and has led to a misunderstanding about the police.

However, most do not know about the RTHK Board of Advisors, who are gearing up for the establishment of a “task force“. Their intentions are clear: they are attempting to go beyond their role as advisors to the Director of Broadcasting and intervene in the daily affairs of RTHK. Eugene Kin-Keung Chan, the chairperson of the committee, has asked the RTHK to provide internal information with respect to the police's complaint against "Headline News" - an obvious example of the committee's intervention.

The facts are before us: the government is using various means to target the factual reporting of RTHK, an entity within its own system. The RTHK Programme Staff Union declares the following:

• First, TVB has only been paying the administrative fee to the Communications Authority and the Spectrum Utilization Fee was waived, which is an advantage over other telecommunications providers. In return for waiving this fee, TVB was required to uphold the social responsibility of broadcasting RTHK programmes. Without this obligation to pay the Spectrum Utilization Fee and without the requirement to broadcast RTHK programming, TVB stands to benefit from scheduling programmes that can bring in more revenue. With public interest in mind, the Spectrum Utilization Fee should be now be payable by TVB.

• Secondly, the program "Headline News" did not accuse the police of hoarding anti-epidemic supplies. The first episode of 「驚方訊息」 "Scary Information" disclosed the fact that the police force was provided with a higher grade of protective equipment than the healthcare workers. The emphasis was on the quality, not the quantity.

• Finally, clips in the episode are real news clips, viewers can judge for themselves. Commissioner Tang seems to be making a mountain out of a mole hill when he complained about what he perceived to be a negative portrayal of the police force. Besides, we have the “Police Report" program which has been in production for 40 years now is well-known to public. We are afraid that Commissioner Tang is overly concerned about whether our viewers are developing a misunderstanding of police officers.

RTHK has always been a part of Hong Kong. In this time of unrest, our staff members will continue to uphold justice, protect editorial freedom along with the freedom of speech. We openly invite friends of RTHK to continue enjoying our programs.

RTHK’s Programme “Below The Lion Rock”: Episodes With Gregory Wong, A Local Actor In Support of The Democracy Movement Were Taken Out

Gregory Wong, a local actor in support of the democracy movement was charged of entering into the Legislative Council on 1 July 2019.

According to RTHK, as Gregory is currently undergoing judicial procedure, episodes with him as the main character of TV programme “Below The Lion Rock” will be taken out.

Gregory has taken a cameo role in RTHK’s “Headliner” last month, but his showtime was short, and thus the episode was not taken out.

Gregory described the news as a “Black Friday News” on his Facebook page.

Hong Kong Lyricist Albert Leung: "Even a firefly can light up the sky"

Hong Kong lyricist Albert Leung not only showed his support for the anti-ELAB movement publicly, but he also created movement-related songs like “City of Sadness”. His name was then censored by the Chinese Communist Party government and his works were marked as “by anonymous” in China.

In an interview with RTHK's The Screening Room, Leung reiterated that he did nothing wrong by fighting for freedom. In this regard, “being named anonymous is some sort of an honour”. He expected that he will have less work after he expressed his stance, but it was more important to listen to your conscience.

"I don't think darkness can overcome the light. Even a firefly can light up the sky," Leung said.

Former Police Report Host Resigns: “Do I have to support them even when they are wrong?”

Ruby Leung grew up watching Hong Kong police drama which often portrayed the police as heroic and righteous. So, it was natural that she would join the police force after graduating from university. Her work experience as a police officer ranged from patrolling to duties at the Organised Crime and Triad Bureau and the Special Duties Team. She even hosted the show Police Report (on #RTHK) which has been cancelled recently. However, she always found it difficult to accept the culture in the police force where dissenting voices are not well tolerated.

Arrested News Docu Producer Reminds Journalists: Carry on what we ought to do

On Nov 3, 2020, the Hong Kong police arrested Bao Choy, a RTHK producer who took part in investigative reports about police brutality and misconduct.

The police accused Choy of making a false declaration while conducting licence plate searches of vehicles allegedly connected to the white-clad gangsters involved in the mob attack in Yuen Long on July 21, 219.

The Hong Kong Journalists Association (#HKJA) comdemned the authorities for "exhausting every possible way to suppress" media workers who try to uncover the truth.

RTHK's director of broadcast Leung Ka-shu, who has been attacked by Beijing loyalists, expressed concern over the grave impact on RTHK staff and its consequence.

The chairman of HKJA, Chris Yeung, also pointed out that “the immediate question is whether reporters will still be comfortable to do regular vehicle licence checks, as they have been for years, because there is now a risk they may face charges”.

On the evening of Nov 3, 2020, Choy on bail met with the press outside Taipo Police Station. She thanked fellow media workers for their concern and hopes journalists in Hong Kong could stay unswayed and uphold professionalism. "Carry on what we ought to do," said Choy.

Television documentary leading to HK journalist’s arrest shortlisted for Asian Television Awards

On November 3, 2020, Hong Kong Police arrested RTHK journalist Choy Yuk-ling (a.k.a. #BaoChoy) for violating the Road Traffic Ordinance, concerning searches done at an openly accessible Transport Department database on car owner information. The searches were carried out for a television documentary about an alleged police-mobster collusion in July 2019.

The television documentary, titled "7.21 Who Owns the Truth", showed white-clad mobsters carrying weapons gathered in Yuen Long town area before attacking passengers of West Rail train at Yuen Long Station. Police officers sighted at neighbouring scenes failed to intervene and showed friendly gestures towards them.

A day after Bao Choy was arrested, the said television documentary she produced was reportedly shortlisted for the 25th Asian Television Awards, a substantial recognition of Choy's professionalism.

Patrick Li Criticises LMF’s Cursing Songs as “Indecent” and Unsuitable as the Interviewee. All Programs in RTHK Need His Approval Before Airing

Deputy Secretary for Home Affairs Patrick Li, who had no media experience, was brought as an outside manager and became the Director of Broadcasting. Only four days since his office, he unleashed his swaggering. Li held an Editor Meeting with all department heads of RTHK. In Apple Daily’s exclusive news, Li stated in the meeting that all programs within that week need his approval before airing. Among the Public Affair Programs in his “approval scope”, Hong Kong Connection will be about animal rights; This Week will focus on movies, while Hong Kong Stories will air an interview with the band LMF. Li criticised that LMF was indecent with their cursing in songs and suggested that other interview guests should be invited.
