Victim of Police Arbitrary Arrest: "Many arrestees are just random people" and "Even police can't handle all these cases"
[Editor's note: Since June, Hong Kong Police have arrested over 3000 people 'in relation to' the protests. Among the arrestees, there are passersby, shoppers, voluntary first aiders and even reporters who did not carry out any protest activity.]
A passerby who has been 'mistakenly' arrested by the police has the following comment after being released:
"Even internal police units say that they can’t handle all these cases because the frontline police have just arrested too many people. And many of the arrestees are just random people, most of whom only have their wallets and mobiles that police can point to as so-called 'crime evidence'. The internal officers treat the peaceful ones rather well, giving them what they need."
"It is the frontline police who conduct mass arbitrary arrests, leaving the internal officers with lots of follow-up work to do. Apparently, the internal ones want a break."
This coincides with what many believe that the police have been conducting arbitrary arrests with an intent to deter people from attending even the mildest protest activities in the city.

Barrister Margret Ng After Arrest: When the Rule of Law is Endangered, Will the Legal Professionals Walk Out or Stand and Fight?
Former legislator and barrister Margret Ng spoke to the press as she walked out of the Central Police Station in the evening of April 17. She was arrested by the police with more than ten pro-democracy figures.
Ng, aged 72, said it was her first time being arrested and it is important to reflect on whether human rights are respected in the existing public order ordinance.
When asked to comment on the rule of law in Hong Kong, Ng expressed that it has never been easy to safeguard the rule of law, since she practiced law.
Rather than arguing for the death of rule of law or not, Ng believes that what matters the most is whether the legal professionals are willing to "walk out or stand and fight".

Police Press Reporter's Head into Pepper-sprayed Liquid on the Ground
On May 11 at around 11:20pm, 50 civilians including TMHK reporter were encircled by the riot police at the intersection of Shantung Street and Sai Yeung Choi Street South. Police ordered all civilians to kneel on the ground and the detention lasted more than an hour.
According to TMHK reporter, riot police kept pepper-spraying pepper, forming and trapping the pungent liquid on the ground. Police then pressed the reporter's head on the ground for a certain duration, causing burnt and pain on his head, neck and back.

HK Police Arrest 10,016 Civilians During Pro-democracy Movement
From 9 June 2019 to 6 Sep 2020, Hong Kong police have arrested 10,016 people involved in pro-democracy movement and other related events. 2,210 of them were charged, constituting a prosecution rate of 22%.
Comparing with the statistics released by the police in Agust 2020, police have arrested a total of 9,664 as of 31 July, 2020. In other words, police have arrested 352 civilians from August to early September. During this period, police have arrested 14 people including pro-dem lawmaker Lam Cheuk-ting on suspicion of their involvement in Yeung Long attack on 21 July 2019.
It is noteworthy that police arrested 370 civilians on July 1, 2020, the first day of the enactment of the National Security Law; On Sept 6, 2020, police again arrested nearly 300 by encircling civilians on thr streer. The problem of arbitrary arrest is getting even more worse.

The photos captured moments before Hong Kong pro-democracy activist #LesterShum arrived at the Police Station on Feb 28, 2021. Shum had been become known as a student activist during the 2014 Umbrella Movement in Hong Kong. Currently, he is a district councillor of the Tsuen Wan District in Hong Kong and is likely to lose his seat while facing political persecution and oppression.
The 27-year-old Shum went hand in hand with his newly-wedded wife to the police station. He talked to the media calmly before heading in to face the unknown.
Shum said in 2019 he had made his decision to fight on, regardless of what might happen. He hoped like himself, Hongkongers would not surrender to the authoritarian regime.
Shum was among those 55 pro-democracy figures arrested by the police on Jan 5, 2021 for their involvement in the pro-democracy camp's primary elections in July 2020.
2 days ago, on Feb 26, they had been ordered by the police to report to the police station on Sunday, Feb 28 ahead of the scheduled date in April. Many suspected that detention and charges would be made.
The Hong Kong Police announced on Jan 28, 2021 that 47 people are charged with "conspiracy to subvert state powers" under the #NationalSecurityLaw.
The large group of pro-democracy politicians and activists include district councilor Lester Shum (see photos); 'Long Hair' Leung Kwok-hung and Jimmy Sham of Social Democrats; activist Ventus Lau.
The police said they would detain them overnight and the case will be mentioned in the West Kowloon Magistrates' Court the next day on March 1, 2021.

On Sunday, Feb 28, 2021, in Hong Kong, Tsuen Wan district councillor #RoyTam Hoi-pong of Neo-democrat and former lawmaker #WanSiuKin of Democractic Party reported to the Tsuen Wan Police Station in the afternoon, as instructed by the Hong Kong Police 2 days ago.
They are among the 55 pro-democracy activists who were arrested on Jan 5, 2021 on suspicion of "subverting state powers" and violating the #NationalSecurityLaw.
As the group was ordered to report to the police over 1 month ahead of the scheduled date, many had prepared for the worst. It was proven to be the case, as on the afternoon of Feb 28, the Hong Kong police announced charging 47 pro-democracy figures with "conspiracy to subverting state powers", and that they would be detained overnight before sending them to court the next day.
Before walking into the Tsuen Wan Police Station to face whatever plans the authorities have for them, Roy Tam, who came hand in hand with his wife, hugged his friends and families. He told the media that he would "face it with a calm spirit". Tam raised his fists high and said, "Hongkongers, hang in there!"
Wan Siu-kin arrived moments later. He said he was not surprised, as arbitrary arrests are nothing new in Hong Kong. A former lawmaker himself, he firmly believed that he did not violate the #NationalSecurityLaw, nor the Hong Kong's Basic Law. He told his friends that he is not afraid and will embrace the challenges. He hopes all the pro-democracy figures arrested would show the same fighting spirit.
Wan added, "To be frank, I don't know what to tell you, if you ask me for methods to resist against the authoritarian regime. But there is one thing you can do: Be a human-being, be yourself."
When asked to comment on Beijing's reported plan to amend Hong Kong's electoral system, Wan said, "I cannot comprehend the logic of the authoritarian regime, and do not want to."
Wan emphasized that the crux of the problem is the erosion of the social, economic, and political structure of the city. He concluded that the "#OneCountryTwoSystems" policy should be genuinely practiced, but "not by way of any twisted interpretation".

Jimmy Sham Tsz-kit said he once understood the differences between abiding and breaking the law. However, the world has inverted black and white. Even under the authorities' suppression, he still believes that the Hong Kong government cannot detain all freedom fighters. Also, he always believes Hongkongers who had participated in the 2 million march persisted in their belief. He described, "Today is to temper our willpower." He hopes the world can see it and "Hongkongers are the glory of Hong Kong."

The police arrested 21 civilians in Hong Kong on the morning of April 26, 2021. The arrestees have refused bail in the Hong Kpng Polytechnic University (#PolyU) clash during the 2019 Anti-ELAB protest.
The Organised Crime and Triad Bureau of the Hong Kong Police Force charged them with “perverting the course of justice” as they were suspected of assisting other civilians trapped in the PolyU campus to avoid from being tracked.
Stand News found that one of the arrestees is a public exam HKDSE candidate who was absent for the subject Liberal Studies - Paper 1 exam due to police detention.
His/ her educational pathway will be obstructed as this paper accounts for 56% of the assessment, which is a core subject and required to obtain at least a level 2 in university admission.
