Brazilian Federal Government Unwilling to Buy Chinese Vaccines, Only Buying Products Developed by British Pharmaceutical Companies and Oxford University
 
In an interview with local Brazilian media on 14th October, Sao Paulo State Health Secretary Jean Gorinchteyn confirmed that the Brazilian federal government had not appropriated funds to purchase the Wuhan Virus vaccine (CoronaVac) from China.  Clinical trials of CoronaVac are being conducted in Brazil and the Butantan Institute of Sao Paulo State is in collaboration with research and development.
 
Gorinchteyn had also stated that in an earlier Ministry of Health meeting, the Brazilian federal government had confirmed they would only purchase vaccines jointly developed by British pharmaceutical company AstraZeneca and Oxford University and were not planning on purchasing CoronaVac.   Besides the guaranteed purchase of 61 million doses of the Oxford vaccines that the Brazilian federal government had already committed to, authorities are unwilling to purchase additional vaccines, but did not explain the reason why funds were not appropriated to buy the Chinese vaccine.

Brazil President Refused to Buy Chinese Vaccine

Brazil, where the COVID-19 epidemic is severe, plans to launch a national vaccination program. The authorities once stated that they would use a Chinese vaccine, but this action aroused public opposition. Brazilian President Jair Bolsonaro said that he would not buy the Chinese vaccine.

BBC reported that a Bolsonaro supporter urged the authorities not to buy coronavirus vaccine from Sinovac, a Chinese company, on social media, to which Bolsonaro responded, "We will not buy the Chinese vaccine." He added that the Brazilian authorities have not yet approved the use of Sinovac vaccine.

São Paulo Governor João Doria once said the federal government would include CoronaVac, the vaccine from Sinovac, in National Vaccination Program, and agreed to purchase 46 million doses for the citizen of São Paulo. The vaccination program was planned to begin in January 2021. The Health Minister Eduardo Pazuello said on Tuesday (20 October) that the authorities would buy CoronaVac, but Bolsonaro directly rejected it.

Brazil Stops Purchasing more Coronavac Vaccine and Does not Recommend for the 3rd Dose Booster

Brazil is a major customer of China's Coronavac. However, due to the rising efficacy concerns against the COVID Delta variant, along with other vaccines becoming more accessible, the Brazilian government pauses the Coronavac vaccines purchases and encourages people not to use it for a third booster shot. The CoronaVac vaccine factory originally planned to be built in Brazil is also unknown whether it will be built as scheduled.

The Wall Street Journal mentions that Brazil has almost fully purchased 100 million doses of China’s CoronaVac shot. However, the Brazilian government no longer recommends using CoronaVac as a booster dose, but Pfizer instead due to the low protective rates of CoronaVac.

According to the Brazilian government data, the Chinese shot accounted for 80% of the doses at the beginning of the year due to the National Immunization Programme but now declines to less than 35%. The data also shows two-thirds of Brazilians have had one vaccine shot, and just over a third have had two doses.
