Statement issued by the Student Union of Hong Kong University of Science and Technology (HKUST) on November 4 regarding injured student Mr. Chow

[Editor's Note: The student who was severely injured in Tseung Kwan O in the early morning of November 4 is referred to as Mr. Chow in the statement. He is still in critical condition. Read more: https://publielectoral.lat/guardiansofhongkong/9817]

The HKUST Student Union would like to address the following in relation to the incident with this statement:

1. The Union strongly condemns the police for inhibiting an ambulance from entering the scene, thus leading to the delay in medical attention given to the casualty.

2. At the time of the incident, Mr.Chow did not display any signs of hostility. He was not wearing any protective equipment as well. Firing a Chinese made tear gas at him posed a serious threat to his life, and it is no different from having the intention of murdering him.

3. The Union would like to express our gratutide to the firemen and voluntary first-aiders who provided medical attention and care to Mr. Chow.

4. The Union would like to thank the civilian who defended the Mr. Chow from further harm from the police.

5. The Union has arranged legal aid for Mr.Chow.

6. The Union will strive to arrange all resources including a support fund of the Anti-Extradition movement, to aid Mr.Chow and his family through this tough time.

7. The Union will deploy members to the hospital to accompany Mr.Chow 24/7.

8. The Union would like to call for all HKUST students to show their support and pray for Mr. Chow at 6PM (Nov 4) in the HKUST Jockey Club Hall, we also hope people from various industries to pause their work and pray for Mr. Chow.

Police Pointed Guns at First Aiders and Ambulance Radio Mentioned Police Obstruction, Says First Aider

This is a witness account of a first-aider called Hins who provided care for the 22-year-old boy at the scene:

It was around 1am on Nov 5 when volunteer first-aider Hins and his colleague heard a bystander said a young person Chow, aged 22, fell from the 3rd floor of a car park at Sheung Tak Estate. There were already 8 to 10 paramedics from the Fire Services Department providing basic first aid service when Hins arrived at the scene. Hins asked if the paramedics knew what happened, they said they had no idea but they heard the onlookers saying that the police were chasing after Chow earlier then somehow Chow fell.

Hins said, Chow’s situation seems very serious even though there was no apparent injuries because there was a significant loss of blood. Hins described the scene as frightening as Chow vomited blood. He then asked if the paramedics had called the ambulance and they said they already did.

Hins got extremely worried and kept asking the firemen when the ambulance was going to arrive as Chow’s pulse rate was dropping constantly. “We then heard from the radio that the ambulance could not get to the scene because it was stopped by the police”. Hins added, “I was very shocked because based on the patient’s situation, he needed to be sent to the Resuscitation Room right away.”

Hins also recalled the arrival of a large group of riot police 5 to 10 minutes after he and his colleague got to the scene. They pointed guns at them and demanded them to leave immediately as the scene is very dangerous. The paramedics did not agree. They then handed over Chow to Hins and his colleague and negotiated with the police. “We are trying to save someone’s life here”, the paramedic said, “There is no danger here. We don’t need you. Please leave”.

Instagram Account of Another Student Organization Hacked for Third Time in One Week

The Instagram account of HKCU Campus Radio was hacked at around 3 am on Saturday (April 18) when a series of login trails from a Guizhou Town in Guangdong Province of China was recorded, showing alleged attempts of system hacks as all the owners of the platform were stationed in Hong Kong. This has been the suspected hacker’s fourth attempt since March 29, seeking to seize control over the account by changing login information, albeit unsuccessful.

Coroner Unearthes Evidence Missed Out by the Police, Casting Doubt on the Arrival and Departure Time of the Ambulance

In November 2019, 22-year-old #HKUST student Alex Chow Tsz-lok fell from the parking lot of Sheung Tak Estate during protests in Tseung Kwan O. He died four days later due to critical brain damage.

The death inquiries have stepped into the 15th day on December 4, 2020. The footage from the ground CCTV No.2 of Kwong Ming Court in Kwong Sun House played by the Court showed a black shadow descending from the parking lot at 12:51:37 in the morning.

Coroner Ko Wai-hung said the black shadow appeared to be Chow, but there was a time difference in the footage. Ko then ordered the police to search for evidence in nearby housing estates and buildings and called on the management property and the owners' corporation to offer assistance as much as possible.

Chow's mother cried bitterly after watching the clip. The video has existed for a long time, and it has been reviewed by the police before.

Coroner Ko said that there was another video showing the arrival and departure time of the ambulance A344 which took Chow to the hospital, and the time was not consistent with the testimony given by the ambulanceman.

Therefore, Ko has listed Fire Services Department as an interested party and has written to the director of Fire Services.

Ko said in order to adjust the time difference in the clip, and to allow police to investigate further, the proceedings would be adjourned to next Tuesday.

Ko also warned before showing the clip, "the content of the clip will be disturbing, family members and the jury must be psychologically prepared."

The police said earlier that the surveillance camera footage of Kwong Ming Court could not capture the parking lot situation, but Ko looked through the clips again for caution and found there were "crucial clips" that would influence the testimonies of the expert witnesses.

He added, "I could only tell the parents of Tze-lok that the video is very important." In order to ensure the investigation was sufficient and complete, he revisited the evidence during the lunch break yesterday, "only by doing this I can be reassured and carry on the proceedings".

However, the police detective Wei Koon-kit who was responsible for reviewing the security footage testified earlier he had obtained and watched all CCTV clips outside Kwong Ming Court.

The lawyer representing the family asked, "is there any footage that captured what was happening outside the parking lot?", Wei answered no, and said, "we would also like to have these footages for investigating this case, but the problem is the focus of the camera cannot capture the parking lot!"
