Security chief impetuously defends police force for inappropriate behavior
Jeremy Tam Man-ho of Civic Party raised questions in the LegCo on #Jun24 on the unprofessional behavior of the police in public. These include hurling insults at citizens, attacking citizens and reporters with no restrain, pointing guns at protesting crowd while smiling. Tam asked if the police are under the influence of alcohol or drugs.
Secretary for Security Bureau, John Lee Ka-chiu said, “in a big organization like the government, it is understandable that some members do not comply with the rule.”
Tam stated that the Police General Orders stipulate that officers who are intoxicated are not fit to perform duties, but it was not quantified. Lee rebutted that drinking alcohol does not mean being intoxicated.
Tam further asked if a police who drives after drinking has breached the General Orders. Lee answered, "Even when one has committed drunk-driving, one can still use a gun if not intoxicated."
