UK Universities comply with China’s internet restriction

//UK universities are testing a new online teaching link for students in China - which will require course materials to comply with Chinese restrictions on the internet.

//MPs on the foreign affairs select committee have previously warned against universities avoiding "topics sensitive to China", such as pro-democracy protests or the treatment of Uighur Muslims.

//Universities UK, which is a supporter of the project, said: "We do not endorse censorship. This scheme is intended to ensure that Chinese students, learning remotely during the pandemic, can access course materials and are able to continue their studies." 

//But a spokeswoman for JISC says Chinese students will not have free access to the internet, but will only be able to reach "resources that are controlled and specified" by the university in the UK.

//Any online information used in these UK university courses will have to be on a "security 'allow' list

//This raises questions about academic freedom and free speech 

//JISC says online students in China face particular barriers with restrictions that "screen traffic between China and the rest of the world, filtering content from overseas used for delivering teaching and learning and blocking some platforms and applications".

Experts call on Canadian universities to close off China's access to sensitive research

The U.S. State Department, over the past three months, has expelled more than a thousand Chinese 'high-risk graduate students and research scholars' working at American universities.

In Canada, the Commons Committee on Canada-China Relations heard similar allegations in testimony in the weeks leading up to prorogation including the claim that some of the core technology behind China's surveillance network was developed in Canadian universities.

'If we're partnering with China on these areas, our R&D ... could be going directly to the Chinese military,' said Margaret McCuaig-Johnston, who spent decades in some of the federal government's top scientific posts and served on the Canada-China Joint Committee on Science & Technology before joining the University of Ottawa. She said AI and robotics are two areas of great interest to the Chinese military.

12 U.S. Universities Received Over a Billion Dollars in Anonymous Donations from China and Russia, Which Could Lead to Technology Transfer Leakage

The U.S. government has been very concerned about Chinese communist infiltration on campuses in recent years. The U.S. Department of Education has just released a survey on 12 famous U.S. universities, saying that many of them did not declare funds from China, Russia and other "hostile countries against the U.S.". The survey also indicated that the corresponding universities received US$1.14 billion in anonymous donations from countries such as China and Russia since 2012, most of which have financial ties to high-risk national security organizations, such as Huawei.

The Department of Education stated that because of the lack of transparency and supervision of the details of the donations, these foreign funds would be subject to conditions that allow foreign governments to gain access to sensitive research technologies, restrict academic freedom, and expand their soft power or publicity. The 12 universities, including Harvard, Yale, Stanford, MIT and other famous universities, are under investigation.

In fact, since last year, U.S. politicians have begun to criticize the CCP infiltration of campuses. The U.S. Senate Homeland Security and Government Affairs Committee released a cross-party report at the beginning of last year, reprimanding the CCP for conducting political propaganda on U.S. campuses through Confucius Institutes. As a result, the Department of Education stepped up its investigation of universities. At the middle of last year, they announced in the middle of last year that 12 universities involved in undeclared foreign funds of US$6.5 billion.

It is worth noting that the report specifically listed two major issues. One of them was "national security". Many universities were accused of receiving donations from Huawei for research, and some even participated in a research commissioned by Alibaba on crowd surveillance.

Pompeo Urges U.S. University To Scrutinize Chinese Students To Avoid Stealing And Brainwashing

U.S. Secretary of State Mike Pompeo on Wednesday urged U.S. universities to scrutinize China's assistance and students, warning that Beijing was set on to steal American innovations.

Speaking at the Georgia Institute of Technology, Pompeo said the United States welcomes Chinese who "genuinely" want study in the country, but also cited two cases of Chinese students who were charged with spying and some cases of Beijing harassing of students abroad. “If we don’t educate ourselves, if we’re not honest about what’s taking place, we’ll get schooled by Beijing,” he said. “The Chinese Communist Party knows it can never match our innovation, that’s why it sends 400 thousand students a year to the United States of America to study,” he added.

Once again, he called on U.S. universities to shut down all Confucius Institutes, “We cannot allow this tyrannical regime to steal our stuff, to build their military might and brainwash our people, or buy off our institutions to help them cover up these activities… We need administrators to close Confucius Institutes and investigate what so-called ‘student groups’ backed by the CCP money are actually up to on their campuses,” he declared.

University of Alberta forges close research ties with China despite warnings from intelligence agencies

The University of Alberta is carrying out extensive scientific collaboration with China that involves sharing and transferring research in strategically important areas such as nanotechnology, biotechnology and artificial intelligence.

In some cases, professors and researchers at the university have set up companies in joint ventures with Chinese companies and state institutions to commercialize Canadian-developed technology.

The University of Alberta declined to discuss its research activities with China other than to say that “we have received no directives related to China” from the federal government to stop its engagement with Chinese institutions.

China-backed Confucius Institutes face closure under veto laws

Australian universities face having their controversial Confucius Institutes shut down within months, with the University of Sydney among the first to submit contracts for scrutiny under the Commonwealth’s foreign veto scheme.

At least one centre - RMIT University’s Chinese Medicine Confucius Institute - will close this year, with the university saying it would cease operations due to budget pressures caused by COVID-19.

The institutes, which are hosted by 13 Australian universities in partnership with Chinese universities, have come under scrutiny from the federal government amid concerns they function as a plank of the Chinese Communist Party’s propaganda effort.

Alberta orders major universities to suspend pursuit of new partnerships with China

Alberta has ordered its four major universities to suspend the pursuit of partnerships with individuals or organizations linked to the Chinese government or ruling Chinese Communist Party, citing concerns over national security and the risk that the research could be used to facilitate human-rights abuses.

The order affects the University of Alberta, the University of Calgary, the University of Lethbridge and Athabasca University, institutions with a strong research focus in the province.

Chinese AI firm blacklisted by U.S. gave funds to York, Queen’s universities

Two Ontario universities, York and Queen’s, have been collaborating with a major Chinese artificial-intelligence company that has been blacklisted by the U.S. government for supplying surveillance equipment used against Muslim Uyghurs.

iFlytek, a partly state-owned enterprise that specializes in voice recognition, provided $1.5-million to Toronto’s York University in 2015 to create a new iFlytek Laboratory for Neural Computing and Machine Learning and a chair at the Lassonde School of Engineering. Queen’s University, in Kingston, received $727,000 in 2019 from the Chinese AI company to develop learning models that detect and process speech.

Planned Chinese university in Hungary rouses widespread protest

There are no signs of any excavators or cranes yet in the Budapest district of Ferencvaros. But Prime Minister Viktor Orban's government is hoping to see them roar into action soon. China's renowned Shanghai-based Fudan University intends to open its first foreign campus here in 2024 as the first Chinese university in the European Union.

But the plan has met with considerable opposition. According to a recent poll by Budapest's Republikon Institute, 66% of Hungarians oppose the construction project, including many supporters of the ruling Fidesz party. The opposition is trying to prevent the campus with all means at its disposal, above all, Budapest's mayor, Gergely Karacsony of Hungary's green-liberal party Parbeszed. He wants to enter the race against Viktor Orban in next year's parliamentary elections for the united opposition list.

HK #University Management Reports Students' Union Council to National Security Police

On July 8, 2021, the #StudentUnion Council of the University of Hong Kong (#HKUSU) passed a motion to express condolences to #LeungKinFai, a 50-year-old Hong Kong man who died after knifing a policeman and stabbing himself on July 1.

The act of mourning by the Student Union has been condemned by the government and the University.

The Alibaba-owned South China Morning Post (#SCMP) cited the chairman of HKU Council #ArthurLi, a pro-Beijing figure, and reported that the university management 'welcomed' authorities to investigate whether their students has violated the #NationalSecurityLaw. The source claimed the students involved could be expelled by the University.

At 1am on July 9, the Student Union Council announced the resignation of its members and the withdrawal of the motion passed. Their Facebook page and the website were also removed.

Chinese Professor Lists "Reporting Crime to the Natioanl Security Bureau" in her CV

Wei Li works as an assistant professor at the Department of Politics and Administration of the Chinese University of Hong Kong (#CUHK) in Hong Kong. Her controversial behaviour has been reported by the media since the Anti-ELAB Movement in 2019.

Previously, Li has made comments against the pro-democracy protests. She, for instance, criticised students protesting against the #NationalSecurityLaw as "wasting time, shortening life span".

Li also openly mentioned her "consumption" of the food offerings from the pro-democracy protesters to the deceased. In a Facebook group, Li claimed to have taken the food away from the altar set up by protesters, arousing the discontent in the community.

Recently, she mentioned in her academic CV on the university's webpage that she has been reporting "law-breaking incidents" and advicing the National Security Police Department.

In January 2021, a video went viral on the Internet, capturing a 39-year-old woman argueing with a MTR staff after she was caught using a senior transport card. It was reported that Wei Li was that woman.
