Japan to Strengthen Student Visa Screening Against CCP Tech Theft

Japan is reportedly considering joining the UK and the US in tightening visa access for foreign students to keep out CCP tech spies. The Japanese newspaper Yomiuri Shimbun reported that for economic safety reasons, Japan will strengthen visa screening for international students and foreign researchers starting next year. This measure is to prevent high-end technology and information relating to national security from leaking into China or other countries.

Costing 220 million yen (about 2 million US dollars), the new gatekeeping mechanism will be a coordinated effort involving departments including the National Security Secretariat, the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Economy, Trade and Industry, and the Ministry of Defence. Information about suspicious persons will be shared among these agencies.

While some officials noted that the measure might not be as strict as that of the US, they are worried that Japan will be the next target for Chinese students rejected by America. They are also worried that a lack of a mechanism preventing the outflow of sensitive technology will impede research cooperation between Japanese students and American institutions. Just this July, four Chinese expats under the People’s Liberation Army (PLA) were exposed to have forged their identities to obtain visas for conducting research in American universities.

As world powers race to gain a foothold in artificial intelligence and laser weaponry, the Ministry of Defence is also considering engaging an economic security intelligence officer. Working at the Bureau of Defence Policy, they will be tasked with analyzing developments of cutting-edge technology around the world and taking measures to protect Japan’s high-end technology. Meanwhile, the Ministry of Economy, Trade and Industry will spend 1.87 billion yen (about 17.7 million US dollars) to encourage companies and universities to better manage cutting-edge technology and prevent sensitive military technology from leaking.

As it becomes clearer that the CCP is stealing sensitive technology across the globe, it is also clear that the tech war between the US and China has spread to countries like the UK, Australia, and Japan. With the ‘Made in China 2025’ strategic plan failing amid the trade war and the CCP pushing for domestically manufactured chips, it is only natural that the world steps up screening to prevent tech theft by China through mergers and espionage.

#China suspends visa exemption for US diplomats to Hong Kong and Macau

China has halted visa-free tourist travel for US diplomats to Hong Kong and Macau in retaliation for sanctions from Washington, which accuses Beijing of violating democratic processes in the territory.

Announcing the measure on December 11, 2020, China’s foreign ministry spokesperson Hua Chunying warned the US to “stop meddling in Hong Kong’s affairs and China’s internal politics, stop walking further and further along this dangerous and mistaken path”.

The United States on December 7 imposed financial sanctions and a travel ban on 14 mainland officials over their role in adopting the national security law for Hong Kong and Beijing's disqualification last month of pro-democracy lawmakers Alvin Yeung, Dennis Kwok, Kwok Ka-ki and Kenneth Leung.

“China will also implement reciprocal sanctions against some US officials, members of Congress, personnel at non-governmental organisations, and their family members, over their actions on Hong Kong,” Hua said. When asked for the names of those sanctioned and when the sanctions would start, Hua did not elaborate.

US State Council implements visa restriction on Chinese Officials for suppressing the Dissident

Mike Pompeo, US Secretary of State, announced on Friday (4th December) local time on the imposition of visa restriction on Chinese Officials in overseas united front activities and suppressing dissent in a statement. However, the statement did not include a list of sanctioned persons.

It stated that the United Front Work Department of the Communist Party of China subsidizes overseas organizations to propagate, coerce and bully people who oppose Beijing’s policies. It also stated that CCP regularly intimidates academics, business, civic groups, and Chinese diaspora groups, including Xinjiang, Tibet and other minorities, which have been seriously violated their human rights, with the intention to promote its Marxist-Leninist ideology and expand its influence.

Pompeo announced in the statement that the sanction would apply to Chinese and CCP officials who have threatened to use violence, steal, and release personal data to exert pressure, espionage, malicious interference on other countries’ political affairs, academic freedom, personal privacy, or business activities.

The statement also criticized that, CCP ropes in and intimidates the officials of the US and other places, overseas Chinese, academia, and civil society groups, to support its authoritarian speech and policy. Pompeo emphasized that US would continue the visa restriction policy, to clearly show the US does not welcome those people who violate international order. He urged the Chinese government to stop using coercive and intimidating acts to suppress the speech of freedom.

The Standing Committee of the National People’s Congress of China closed today (10th June) in Beijing, according to the CCTV, the decision and proposal of Anti-Foreign Sanctions Law has passed during the meeting. Now, the proposal of Anti-Foreign Sanctions Law still has not published. European and American countries have been countered by Chinese government due to the issues of Xinjiang human rights, Hong Kong’s situation, and annunciation to sanction the Chinese and Hong Kong officials. According to the interview of Director Tian Feilong which podcasted by Now News, he described that proposal will be a “legal weapon” to counter external interference. And he said Hong Kong is necessarily to cooperate with the law, stated that after the law has been passed, it might be included in Annex III of Hong Kong’s basic law, or Hong Kong government may revise and formulate relevant local laws on its own. 
 
The Anti-Foreign Sanctions Law also sets out, the relevant departments of the State Council can take measures, including not issuing visas, not allowing the entry, log-outing visas or even deporting; sealing up, seizing, and freezing movable, immovable, and other various properties in China; and prohibit or restrict organisations and individuals in China from conducting transactions and cooperation with them, etc.  
 
Tian indicated, in the past, China faced sanctions mainly through the administrative measures of the Ministry of Foreign Affairs and the Ministry of Commerce, which were limited to the economic and foreign trade areas of the original Ministry of Commerce and blocked them. The individual countermeasures announced by the Ministry of Foreign Affairs are only administrative in nature. Therefore, it is necessary to improve the relevant legal system. He described the "Anti-Foreign Sanctions Law" as a "legal toolbox" to counter external interference, and to make countermeasures act in accordance with the law, forming a stronger law enforcement force.

U.S. lawmakers blast Coca-Cola, Visa and other sponsors of Beijing Olympics

A bipartisan panel in the U.S. Congress on Tuesday blasted U.S.-based corporate sponsors of the 2022 Beijing Winter Olympics, including Coca-Cola, Visa Inc and Airbnb, accusing them of putting profits ahead of accusations of genocide in China.

Republican Representative Chris Smith said in a hearing of the Congressional-Executive Commission on China that the sponsors needed to reconcile their "ostensible commitment to human rights" with subsidizing an Olympics where the host country is "actively committing human rights abuses."
