Former legislator Philip Wong dies, aged 82
Former pro-Beijing lawmaker Philip Wong has died at the age of 82. It is understood that he was suffering from brain cancer, and had been in a coma in a hospital in the United States over the past two months. Born in Fujian in 1938, Wong was a veteran lawmaker who served in the Legislative Council both before and after the handover, from 1991 to 2012. He was best remembered for raising his middle finger at thousands of protesters who had gathered outside the council building to oppose the planned introduction of Article 23 national security legislation in July 2003.He came under severe criticism from all sectors of society and later apologised for his conduct. Apart from being an experienced lawmaker, Wong also served as a deputy to the National People's Congress and had been awarded the Gold Bauhinia Star medal in 2003. In a statement, Chief Executive Carrie Lam expressed "deep sorrow" over Wong's passing. "Dr Wong had actively taken part in public and community service for a long period of time. In his various public service roles, he served as an effective communication link between the Chinese General Chamber of Commerce, Hong Kong and the Government with distinguished performance," she said."I am saddened by the passing of Dr Wong. On behalf of the HKSAR Government, I would like to extend my deepest condolences to his family."Roundtable lawmaker Michael Tien, also said he's saddened by the news. “I always thought that he would go on for a long time, because he is very energetic and very healthy. Most importantly, he is one of the few people in this circle that I think never has any enemies. He makes friends with everyone, he’s very hospitable. I think he is very, very, well-liked,” Tien said. Wong is survived by his wife and three children.

Scott Morrison presses G7 to rein in China
G7 nations must overhaul global trade rules to stop powerful countries using economic coercion, Australian Prime Minister Scott Morrison said on Wednesday ahead of a meeting of the group's leaders in Britain.As Australia's shadow trade war with its largest trading partner China shows few signs of abating, Morrison told the Perth USAsia Centre that the global rules-based order is "under serious strain"."The most practical way to address economic coercion is the restoration of the global trading body's binding dispute settlement system," he said."Where there are no consequences for coercive behaviour, there is little incentive for restraint."Beijing has imposed harsh economic sanctions on a range of Australian products in recent months, including tariffs or disruption across several agricultural sectors, coal, wine and tourism.Many in Canberra believe the measures are punishment for pushing back against Beijing's influence operations in Australia, rejecting Chinese investment in sensitive areas and publicly calling for an investigation into the origins of the coronavirus.Morrison's comments came ahead of the G7 Summit in Cornwall, southern England, where Australia has been invited as a guest nation to participate in the "G7 Plus" talks.He plans to use the event as an opportunity to work with leading nations to "modernise" the World Trade Organization rulebook, ahead of its ministerial conference in November.Australia has launched WTO action over Chinese tariffs on barley imports, but the case could take years to resolve.With climate change expected to rank high on the agenda at the G7's first in-person meeting for nearly two years, Morrison also appears set to resist international pressure to commit Australia to a target of becoming carbon-neutral by 2050.Australia will focus on "how we succeed and prosper" in a global economy moving toward net-zero, without putting local jobs and industries at risk, he said Wednesday."It's about how Australia's best able to advance our interests as part of a world that is dealing with climate change."Australia is one of the world's largest producers of coal and natural gas, but has also suffered extreme droughts, floods and bushfires in recent years that scientists say are being worsened by climate change. Beijing on Wednesday accused Washington of "paranoid delusion" after the US Senate passed a sweeping industrial policy bill aimed at countering the surging economic threat from China.America's political parties overcame partisan divisions to support pumping more than US$170 billion into research and development, one of the most significant achievements in Congress since Joe Biden's presidency began in January.The United States Innovation and Competition Act represents the largest investment in scientific research and technological innovation "in generations", according to Senate Majority Leader Chuck Schumer."We are in a competition to win the 21st century, and the starting gun has gone off," Biden said."As other countries continue to invest in their own research and development, we cannot risk falling behind."The bill is seen as crucial for US efforts to avoid being out-manoeuvered by Beijing as the adversaries compete in the race for technological innovation.The foreign affairs committee of China's top legislature called the bill an attempt to interfere in the country's internal affairs and deprive it of its "legitimate right to development through technology and economic decoupling", state media reported."The bill shows that the paranoid delusion of egoism has distorted the original intention of innovation and competition," said the National People's Congress foreign affairs committee, according to a report by the official Xinhua news agency.It said the bill was "full of Cold War mentality and ideological prejudice".The proposal aims to address a number of technological areas in which the United States has fallen behind its Chinese competitors."This is an opportunity for the United States to strike a blow on behalf of answering the unfair competition that we are seeing from communist China," said Republican Senator Roger Wicker, one of the main co-sponsors.Whichever countries best harness technologies like AI, robotics and quantum computing will be able to shape innovation to its image, added Schumer, before criticising Chinese President Xi Jinping.A summary of the Senate legislation notes how China is "aggressively investing over US$150 billion" in semiconductor manufacturing in order to control the advanced technology.While the Senate's top Republican Mitch McConnell stressed that the measure remained "incomplete", it nevertheless passed by a healthy margin, highlighting how the nation's competition with China is one of the few issues that can bring feuding Republicans and Democrats together. President Joe Biden is withdrawing a series of executive orders that sought to ban new downloads of WeChat and TikTok and ordering a new Commerce Department review of security concerns posed by those apps, the White House said Wednesday.The administration of former President Donald Trump had attempted to block new users from downloading the apps and ban other technical transactions that Chinese-owned TikTok and WeChat both said would effectively block the apps' use in the United States. The courts blocked those orders that never took effect.Biden's new executive order revokes the WeChat and TikTok orders, along with another in January that targeted eight other communications and financial technology software applications.A separate US national security review of TikTok remains ongoing, a White House official said.
