Chinese state TV broke Ofcom rules with biased Hong Kong coverage
//China’s state television channel repeatedly breached British broadcasting rules with biased coverage of pro-democracy protests in Hong Kong, according to a decision by the media regulator that could set up a diplomatic clash between the two countries.
//the channel – which has been dubbed a propaganda outfit – often focused on violence by protesters against police officers, while downplaying attacks by the authorities on the public.
//However, as part of its efforts to avoid sanctions – which could include a substantial fine – CGTN found itself arguing that the protests by millions of Hong Kong residents were not entirely without purpose.
//In an attempt to avoid breaches of British broadcasting rules it had hired Nick Pollard, a former Ofcom board member, as an adviser. However, he resigned last year in the middle of the Hong Kong protests. CGTN is still facing separate ongoing investigations by Ofcom into claims it broadcast forced on-air confessions by Chinese prisoners, as well as wider questions about its ownership.
//The channel said one of its Hong-Kong-based correspondents had tried to approach or contact more than 50 young protesters or opposition figures while reporting on the demonstrations over the past few months. However, it said “most of them have rejected such approaches as they are hostile to the media from mainland China and to Mandarin-speaking reporters”.
//Ofcom concluded that simply because pro-democracy protesters in Hong Kong were reluctant to appear on the channel, it did not mean CGTN should not seek to represent their views in order to meet the standards of due impartiality.

//The most serious breaches are punished in Britain with fines and — in case of repeat or especially egregious violations — license suspensions.
//The five CGTN programmes cited by Ofcom were all aired during a seven month spell last year when Hong Kong was upended by huge and often violent pro-democracy protests.
//“Various news items on protests in Hong Kong were not duly impartial on a matter of major political controversy and a major matter relating to current public policy,” Ofcom said in a 61-page report.
//Ofcom said it has been in contact with CGTN about the programmes and now studying the channel’s defence of the case.

Why is Germany silent on China's human rights abuses?
//Since Hong Kong's anti-government demonstrations began in June, the pro-democracy movement has been pleading for international support. And the recent confirmation of China's systematic internment of Muslim Uighurs in the country's western Xinjiang province has strengthened international calls for action against China's human rights abuses.
//Now, human rights advocates and some German politicians are calling for German Chancellor Angela Merkel to take a stronger stance on human rights issues in China.
//"It is time for Angela Merkel to put it [Xinjiang] on the agenda of the upcoming European Council to talk of a common European perspective on imposing sanctions," Gyde Jensen, head of the human rights committee in the German Parliament, the Bundestag, told DW News Asia.
//Katrin Kinzelbach, a professor of international human rights policy at Germany's University of Erlangen-Nuremberg, said that the German government should take a "clear position" on Hong Kong.
//Although Germany has joined 22 countries at the United Nations in signing an official statement condemning the Xinjiang Uighur internment camps, Berlin, and the EU, have yet to come up with a common framework for action, and Merkel has been criticized for being too soft in condemning the camps.
//“The extent of human rights violations has greatly increased under President Xi Jinping. It is inappropriate to court the Chinese party-state in this situation — as Germany is doing with a special EU-China summit scheduled to take place in Leipzig in 2020," said Kinzelbach.

//However, any sanctions regime targeting China-related human rights abuses would also have to be made within the framework of the European Union, and this is complicated by the disparity of positions in the EU on China policy.
//"In the long term, democracy and human rights should be put higher than economic profit, because we see that China is a dictatorship and you never know how economic growth can develop in a dictatorship," said Jensen.

Former Chinese Staff of Zoom Wanted by FBI for Monitoring and Sabotaging Video Conferences Concerning the June 4th Tiananmen Square Massacre and Hong Kong Protests
A former Chinese staff of Zoom, a video conference software company, was charged by federal prosecutors from the US Department of Justice on December 18th for sabotaging and disrupting video conferences concerning the commemoration of the 30th anniversary of the June 4th Tiananmen Square Massacre. The staff was a 39-year-old man named Xinjiang Jin who was based in China. Jin and his associates had allegedly sent IP addresses and email addresses of the video conference participants, as well as conference passwords and other sensitive data directly to Chinese law enforcement agencies. FBI also revealed case-related emails indicating Jin was monitoring conferences for China, including those related to Hong Kong protests. Jin is currently wanted by the FBI.

AP News reported, Chinese dissidents Wang Jingyu’s fiancée Wu Huan stated, she was arrested by the local police in Dubai, a major city in UAE in June this year. Ans she was jailed in a detention facility which operates by Chinese government. The report stated, this could be the first evidence to prove China has operating “Black Site” outside the country, which reflected that China will arrest dissidents and minority overseas.

UK summons China diplomat over Hong Kong protester beating at consulate, as MP says consul-general involved
The UK’s foreign minister has summoned the Chinese chargé d’affaires after a Hong Kong protester was dragged into the Chinese consulate grounds in Manchester and beaten up on Sunday, as a major Communist Party Congress began in Beijing.
Minister of State Jesse Norman told parliament that the government was “extremely concerned” about officials allegedly beating demonstrators, and they will meet with the Chinese ambassador’s deputy on Tuesday afternoon.
“Peaceful protest, as this house has always recognised, is a fundamental part of British society and our way of life,” he said.
Lawmakers repeatedly urged the government to oust any Chinese officials found to be involved in the incident, during the Q&A session at parliament. “It is a question of law as to what offences were committed on British soil,” Norman said.
He added that the Chinese ambassador Zheng Zeguang had not been summoned, when asked by MP Iain Duncan Smith.

China pulls diplomats out of UK before police can quiz them on Manchester brawl
Six Chinese officials have been removed from Britain by China, including one of its most senior UK diplomats.
The news comes just two months after the violence which took place at its Manchester consulate.
The UK had requested that the officials waive their right to diplomatic immunity, so that detectives can question them about the Manchester incident.
In a written statement to the House of Commons, Foreign Secretary James Cleverly said, "I am disappointed that these individuals will not be interviewed or face justice.
"Nonetheless, it is right that those responsible for the disgraceful scenes in Manchester are no longer - or will shortly cease to be - consular staff accredited to the UK."
