陸版稜鏡計畫 台軍事、情報、外交、媒體恐遭監聽

總部設在加拿大的《漢和防務評論》(Kanwa Defense Review) 沒有透露大陸對台監聽的詳情，只是「友情提示香港、台灣的軍隊、外交、情報界讀者和記者群：您的電話、手機、電傳、網路、電腦、通訊有可能正在被大陸當局監聽、記錄。請採取妥善安全措施」。又說，「2015年2月號的《漢和》將全面分析解放軍對台灣的無線電訊號監聽狀況。敬請注意。」

有關在香港的監聽工作，《漢和》說，2011年，解放軍在香港大帽山建設了大型無線電信號監聽站，《漢和》的專家最近在大帽山950公尺高的頂端仔細觀察大型天線整流罩的尺寸、外形，結論是：「這是典型的總參三部建設的信號情報監聽站」。整流罩內的天線用於對港人的手機、WIFI、電子郵件、無線電電話、電傳等通訊系統進行截獲、監聽。整個監聽設施相當龐大，凡是通過無線電傳輸的各種通訊信號都可能遭到監聽、記錄。

《漢和》表示，經由衛星圖片對比，天線整流罩直徑長達15.63公尺，遠遠超過當地天文站設施、氣象雷達、民航管控雷達等天線的整流罩，「說明這一天線涵蓋了整個香港，重點應是用於對香港民主派人士、外國使領館的電話、手機、電傳信號的監聽，可能也對香港政界人物的電話通訊實施監聽」。

《漢和》認為，這實際上就是大陸版的「稜鏡計畫」（PRISM）。稜鏡計畫是美國國家安全局的電子監聽計畫，能夠對即時通信和既存資料進行深度監聽。

《漢和》創辦人平可夫（Andrey Pinkov，原名：張毅弘）表示，這個監聽天線的整流罩基本結構，與共軍在新疆喀什、西藏中印邊界設立的監聽站類似，只是大小不同。平可夫並指出，「這不是雷達站」，因為雷達站的天線愈高愈好，俯仰角涵蓋也應該是空曠的。可是在香港的這個天線，位置低矮，十分神秘，顯然是為了隱蔽，「這樣的設計對於接收無線電信號目標而言，足以勝任」。

這則報導說，在監聽站的內部與天線整流罩陽台之間，有人員流動，他們身著共軍空軍07式城市迷彩服，戴頭盔，「很可能是總參三部下屬空軍三局人員，負責信號情報監聽」。
