Overseas activists launching Hong Kong Parliament in exile are suspected of violating national security law : Hong Kong Security Bureau
A group of overseas #Hongkongers announced their proposal of "Hong Kong Parliament", and plan to have the first election next year.
In response, the Security Bureau published a statement to condemn the organisers, including Victor Ho Leung-Mau, Elmer Yuen Gong-Yi, Baggio Leung Chung-Hang, claiming that their actions may violate the 22nd Ordinance under #NationalSecurityLaw (#NSL) -- Subversion of the State, and will arrest them.

Elmer Yuen Gong-Yi, aged 73, is the father of former People Power Chairperson #EricaYuenMiMing and current-issue commentor #DerekYuenMiChang whose wife is a #LegCo member #EuniceYungHoiYan. Elmer Yuen has been commenting social and political issues since the 2019 #AntiELAB movement.
Victor Ho Leung-Mau was an editor-in-chief at Sing Tao Daily Canada. #BaggioLeungChungHang is a former LegCo member who was disqualified from his seat in the vow-taking incident in 2016, and had announced that he was exiled to overseas in 2020.

Chief Executive John Lee on Saturday held another consultation session with mainly public committee representatives, as he prepares for the ground for his first Policy Address on October 19.At the two-hour event in the Southern District, Lee was urged to reopen the city's borders, boost land supply, build more transitional housing, as well as do more to attract exceptional talent.Some participants appealed to Lee to revive the ailing convention industry, by extending subsidies for the sector and moving the Covid treatment centre located at the AsiaWorld-Expo elsewhere."Basically Hong Kong does not have enough venues for new exhibitions, while many trade fairs have relocated to other places because the borders are not [fully] open yet," said a man surnamed Cheung. "Hong Kong will lose its reputation as Asia's convention hub sooner or later." Meanwhile, a teacher asked Lee to bring "big changes" to the education system, saying: "The reason why many Hong Kong students are studying abroad is because they were not happy studying here. Many teachers feel tired and unhappy. Many students are unhappy. Some Primary 2 students have to do homework and revision until 12am." A secondary school principal also called on Lee to roll out small-class teaching to better cater to the students' needs.Lee thanked the participants for their views, saying they were candid and down-to-earth.He said handling housing issues was a top priority and that he hoped to give people a clear explanation of how he planned to solve them.The CE also said he would consider the opinions raised, by for example looking into how to allow people from different backgrounds to have their say in public administration.

Pair convicted over 2019 protest
A man who was shot in the abdomen by a policeman during the social unrest three years ago was on Monday found guilty by the District Court of obstructing the officer and attempting to snatch his gun. Chow Pak-kwan, who was 21 years old at the time, was shot amid a protest on November 11, 2019, in Sai Wan Ho. He was also convicted of a count of attempt to escape from custody. A co-defendant, Woo Tsz-kin, who was 19 that year, was also found guilty of obstructing the police and trying to take his gun. Sentencing for the pair has been adjourned to October 10 pending their background reports. Both of them have been remanded in custody.

A High Court judge has ruled that two smartphones owned by jailed media tycoon Jimmy Lai can be searched on national security grounds, adding that the need to deal with crimes in the public interest trumps journalistic privilege.Lai, who faces various charges under the national security law, had sought to stop the national security police from searching his two phones that he said contain journalistic materials.Senior Counsel Philip Dykes, representing Lai, had previously argued that protecting those materials was essential in upholding a free press, and the absence of such a safeguard would create a chilling effect.But in a judgement denying Lai’s application for a judicial review of the matter, national security judge Wilson Chan said press freedom does not equate to any blanket prohibition against the seizure, production or disclosure of journalistic materials."In carrying out the balancing exercise, journalistic material cannot be regarded as some sort of 'paramount consideration'. Rather, the paramount consideration is the public interest, which includes the need effectively to investigate and deal with crime," he wrote. The judge noted that a warrant authorising a search of the two mobile phones covers all types of materials so long as they contain or are likely to contain evidence of a national security offence, including journalistic materials.Lai’s legal team has said they will file an appeal, and Chan suspended the execution of the warrant for a week.
