'Govt has the power to ban HK people from returning'
Executive councillor Ronny Tong on Tuesday defended the government's move to temporarily ban Hong Kong people from returning to the SAR from the UK, saying residents' freedom to enter the city can be restricted on security or public health grounds.Speaking on an RTHK radio programme, Tong said it was sensible for the administration to follow in the footsteps of foreign countries in suspending flights from the UK, saying even the British authorities have described a new Covid-19 mutation there as "out of control".Tong, who is also a barrister, said in accordance with the International Covenant on Civil and Political Rights, residents' freedom of entry to Hong Kong can be limited by law for reasons of national security or public health. He added that a long-term ban might not strike a balance between individual interests and the community's good, but the current ban is only temporary. The government has since Tuesday morning barred anyone who has spent time in the UK in the past 14 days from entering Hong Kong.The administration had previously refused to close the border to Hong Kong residents overseas, despite the pandemic.

The US, Japan and Other Allies of Taiwan Give Speech at The World Health Assembly (WHA) in Support of Taiwan.
During the recent World Health Assembly (WHA) online conference held this week, the US, Japan, and a number of countries having diplomatic ties with Taiwan spoke up for Taiwan during their speeches. This was after the US had previously urged the WHA to invite Taiwan to participate as an observer, but the appeal was rejected by the World Health Organization (WHO) due to pressure from China. The Central News Agency (from Taiwan) reported that during the speeches that supported Taiwan, the assembly stopped the live broadcasting twice, citing the reason of irrelevance with the agenda.
During the conference, Garrett Grigsby, Director of the Office of Global Affairs in the US Department of Health and Human Services, expressed that Taiwan has made impressive achievements in combatting the COVID pandemic. He said that it would be beneficial to the response to the pandemic if WHO members could understand and take reference from Taiwan’s experience. Instead, WHO’s blocking of Taiwan from participating in the conference as an observer was counterproductive. Grigsby emphasised that while each country worked to strengthen its capacity under the pandemic, countries should also share information about the pandemic and develop a transparent global architecture to detect threats early and prevent the further spreading of the virus.
