Bloomberg: Haze Fan, who is working as a journalist in Beijing, is still detained by the Chinese authorities for a year

A journalist who works in the Office of Bloomberg in Beijing, Haze Fan, has been detained for a year by Chinese authorities. John Micklethwait, the Editor-in-Chief of Bloomberg, issued a short statement regarding Haze Fan's 12 months of detention, raising concerns of people within the company about her health status.

The statement also indicated that the company would continuously try their best to assist Haze Fan and her family. News editorial staff missed Haze so much, no matter whether as a colleague or friend.

Haze Fan is a Chinese citizen and has worked for many foreign media such as CNBC, CBS, Al Jazeera and Reuters. She has worked at Bloomberg since 2017. On 7th December 2020, after the last time of contacting the editor at 11:30 am, Haze was taken away from the apartment by plainclothes law enforcement officers. Bloomberg has been seeking Haze’s whereabouts from the Chinese government and the Chinese Embassy in the United States.

The Ministry of Foreign Affairs of China confirmed that Haze Fan was detained by Beijing Municipal National Security Bureau, suspecting that she was involved in criminal activities that endangered national security.

The Hong Kong authorities had been heavily promoting national security through the city's youth uniformed groups. A legislative councilor posed a written question, requesting that the government require all students to join at least one uniformed group.

The Home Affairs Bureau replied that these groups are only an extracurricular activity, and schools generally allow students to choose whether to join.

The Bureau also reported the membership numbers of 11 youth uniformed groups that receive sponsorship from the government. 8 of these groups had seen their numbers fall in the past four years.

The Scouts Association of Hong Kong - whose Chief Scout is Chief Executive Carrie Lam - saw the largest drop of 4941 members, with 2936 in the past year alone. The Hong Kong Girl Guides Association, whose president is Regina Leung, the wife of former CE Leung Chun-Ying, also lost 2313 members.

Andrew Lam Siu-lo, the legislator who posed the question, belongs to the Election Committee constituency, which was newly created under the 2021 electoral changes imposed by Beijing in order to ensure only "patriots" govern Hong Kong.

HK Government Proposes System to Screen Arrivals who might "Endanger National Security"

The Hong Kong government suggests at a Legislative Council (#LegCo) meeting to set up system to report passenger information for incoming flights, requiring airline companies to provide the information at least 40 minutes before take-off.

Sonny Au Chi-Kwong, Undersecretary for Security, stated at the meeting that the government will assess the risk of those entering the city, "to filter people who are disadvantageous for Hong Kong and at high risk". Factors include national security and potential non-refoulement claimants.

He also indicated that when considering companies tendering bids for building the system, the government will also consider whether they are related to countries with sanctions against Hong Kong.

In a submitted document, the Security Bureau explains that setting up this system and amending the relevant laws under the Immigration Regulation satisfies the requirement of the Convention on International Civil Aviation, allowing airline companies and the border control department to have real-time, two-way communication.

Au stated that more than ten thousand people were being banned from entering the Hong Kong border in the past three years. He emphasises that the immigration officers will also check whether passengers can enter Hong Kong.

Hong Kong court quashes decision to enforce reporting ban on activist’s national security case in landmark ruling

Reporting restrictions on proceedings regarding the transfer of criminal cases to the High Court must be lifted if the defendant makes such a request, a Hong Kong court has ruled. The landmark judgement, which could extend to cases prosecuted under the national security law, came after activist Chow Hang-tung challenged a magistrate’s decision to retain reporting restrictions in a national security case.
In a ruling published on Tuesday, High Court Judge Alex Lee said that magistrates had no say in whether to lift reporting restrictions on committal proceedings if the accused had applied to do so.

Non-jury trial ordered for Hong Kong’s 47 democrats national security case

Hong Kong’s justice minister has ordered a non-jury trial for the city’s largest national security case to date in which dozens of pro-democracy politicians face up to life in prison, according to documents seen by AFP.

Trial by jury has been used by Hong Kong’s common law legal system for 177 years but legislation imposed by China in 2020 to curb dissent allows cases to be heard by dedicated national security judges.

Cyber Administration of China (#CAC) indicated on #Aug12 that 30 top IT companies have submitted part of their algorithm details, such as how to collect personal data and how to set up individual recommendation content. 

Companies includes #Tencent, #TikTok under #ByteDance, #MeiTuen, #iFeng, #Weibo, #Youku, #Kuaishou, #Baidu, #Sina, #Xiaomi, #WeChat, and #Tmall and #Taobao under #Alibaba.

#Bloomberg report stated that China can have full grasp of every move done by the citizens on the internet, and even all purchase detail and personal information can be seen clearly via the relevant enterprises and applications.

The CAC passed the regulations on algorithm recommendation in March this year, requiring all enterprises to reveal the algorithm used in every application.

Nominally, they can solve the issue of data misuse and enhance cyber security. But once when the authority obtained algorithm technology, they can take further control over web activity and carry out political propaganda.

They even can take "National Security" as an excuse, to obtain citizens' and companies' information.
