Chinese Tech Giants Quietly Retreat From Doing Business With Russia

Chinese tech companies are quietly pulling back from doing business in Russia under pressure from U.S. sanctions and suppliers, despite calls by Beijing for companies to resist overseas coercion.

Several major companies are curtailing shipments in Russia, where Chinese tech firms dominate the market for many products, without making any public announcements, according to interviews with people familiar with the matter.

They include PC giant Lenovo Group Ltd. and smartphone and gadget maker Xiaomi Corp., the people said. In contrast to many Western firms, the companies have avoided making public statements about Russia’s war in Ukraine or their business there as Beijing opposes Western sanctions.

Russian companies shut out of Western financial capitals are exploring Hong Kong as an alternative, stoking concern among US officials that the Asian hub will become a haven for businesses sanctioned over the war in Ukraine.

A number of major, including state-owned, Russian companies are seeking to engage with Hong Kong law firms to help anchor them in a “friendlier jurisdiction” than places such as New York and London, said Sherman Yan, a managing partner at Hong Kong’s ONC Lawyers.

US bars Hong Kong’s sanction-hit John Lee from APEC meeting in San Francisco – report

Washington will bar Chief Executive John Lee from the Asia Pacific Economic Cooperation (APEC) forum meeting in the US this November, along with ten other Hong Kong officials, the Washington Post reported on Friday citing sources. Lee is still under US sanctions.

The annual APEC CEO Summit 2023 will be held in San Francisco on November 15 and 16. The economic conference involves political leaders from the Asia-Pacific region. However, Lee is one of multiple Chinese officials who were sanctioned by the US in 2020 for their alleged role in cracking down on political freedoms in the city.

The move comes despite recent efforts by the Joe Biden administration to reset relations with Beijing.
