Rev. Yuen: Family Will Donate Chow's Organs

(10Nov) HKUST student Alex Chow passed away last Sunday due to his fall at the Sheung Tak Estate parking lot, Tseung Kwan O. On 10/11, members of the church hosted a memorial and prayer meeting for Chow at Chater Garden, Central. Rev. Yuen Tin-Yau quoted sources in his speech and stated that Chow's family will donate his organs.

Bishop Joseph Ha Chi-shing, Auxiliary Bishop of Hong Kong, described Chow's death as "unclear and unsettled" and is unacceptable for the conscientious in a civilized society. He emphasized that a Coroner's Court must be opened for the case for "justice and truth" to prevail.

"(Chow's) death is a result of this apathetic regime, and one can say that he was directly pushed to his death by the regime." Rev. Yuen stated that Chow's parents has agreed to donate Chow's organs to "spread love across the world".

Rev. Chu Yiu-ming called for citizens to walk in place of Chow until all 5 demands are met. After he exclaimed, "Here, we swear to inherit the resistance and never back down!", participants of the assembly immediately responded with "Liberate Hong Kong, Revolution of Our Time!" and "Hongkongers, Resist!".

Police Testimonies Raise Further Doubts: Police See Looking For "Rioters" a "Higher-Level Concern" Than Checking on Injured #AlexChow

During the Anti-Extradition Law Protests in 2019, on November 4, university student Alex Chow Tsz-lok fell from height at Sheung Tak Carpark, when the police were dispersing civilians in the area. The cause of Chow's fall remained unknown and the 22-year-old young man passed away at 8:09 am on November 8, 2019.

Nov 18, 2020 was the third day into the coroner's inquest. Here are some key findings:

========

1. Police Are Uncertain About Whether They Have Shot Someone at the Carpark

East Kowloon Emergency Unit Assistant Commander Pang Tin-chi and officer Chun Tsz-kit admitted firing one sponge grenade and one beanbag round, respectively, to the second and the third levels of Sheung Tak Carpark after midnight on Nov 14, 2019.

They were uncertain whether they had shot someone.

Pang changed his testimony after being questioned by the jury. He corrected that he fired at the second but not the third storey of the carpark. He said he counted the storeys by his bare eyes.

========

2. Police See "Eradicating" "Hidden Rioters" of a "Higher- Level Concern" Than Checking on the Injured

On the second day of the inquest, then-East Kowloon Emergency Unit (Squad No. 4) Commander and senior inspector Wong Kar-lun said he saw firemen and voluntary first aiders handling an injured person when he was carrying out the dispersal operation at the carpark.

Coming to the third day of the hearing, Wong was questioned by Barrister Cheng Suk-yee representing Alex Chow's family.

Cheng asked Wong if he had given a thought on how the ambulance carrying the injured could leave the carpark for the hospital, after seeing the injured person and knowing that the roadblock had earlier prevented the ambulance from entering the carpark.

Wong said, "I had some higher-level concern at that moment. I had to eradicate the danger of having violent protesters hidden somewhere, in order to ensure safety."

Wong said he did not pay attention to the condition of the injured person and did not know the urgency of the situation.

Wong later admitted that he did not report the discovery of the injured civilian (Alex Chow) to his superiors until he returned to Tseung Kwan O Station at 2am.

3. Six-minute Lag Between Commander's Watch and the Surveillance Camera

Barrister Cheng representing the victim's family continued to question senior inspector Wong Kar-lun, "Have you ever found out why your watch and the surveillance camera had a 6- minute lag?"

Wong replied, "I used the watch before. It's accurate." Wong re-confirmed that 37 officers of his team entered the carpark that day.

========

4. Police Admit Their Tear Gas Grenades Might Have Hit Some Vehicles

According to the Cable News footage shown on the second day of the hearing, a fire engine left after failing to enter Sheung Tak from Tong Min Street .

Barrister Cheng asked if senior inspector Wong was aware of this. Wong said he saw the fire engine failing to enter but did not know that it left.

Wong said on the second day that he received an order to leave the carpark when conducting dispersal operation on the third floor.

On the third day of the hearing, Wong, however, changed his testimony, "I now recalled that it was not the third floor, but the upper second floor."

After being asked by the jury, Wong clarified that the injured person was located on the lower second floor.

Coroner Unearthes Evidence Missed Out by the Police, Casting Doubt on the Arrival and Departure Time of the Ambulance

In November 2019, 22-year-old #HKUST student Alex Chow Tsz-lok fell from the parking lot of Sheung Tak Estate during protests in Tseung Kwan O. He died four days later due to critical brain damage.

The death inquiries have stepped into the 15th day on December 4, 2020. The footage from the ground CCTV No.2 of Kwong Ming Court in Kwong Sun House played by the Court showed a black shadow descending from the parking lot at 12:51:37 in the morning.

Coroner Ko Wai-hung said the black shadow appeared to be Chow, but there was a time difference in the footage. Ko then ordered the police to search for evidence in nearby housing estates and buildings and called on the management property and the owners' corporation to offer assistance as much as possible.

Chow's mother cried bitterly after watching the clip. The video has existed for a long time, and it has been reviewed by the police before.

Coroner Ko said that there was another video showing the arrival and departure time of the ambulance A344 which took Chow to the hospital, and the time was not consistent with the testimony given by the ambulanceman.

Therefore, Ko has listed Fire Services Department as an interested party and has written to the director of Fire Services.

Ko said in order to adjust the time difference in the clip, and to allow police to investigate further, the proceedings would be adjourned to next Tuesday.

Ko also warned before showing the clip, "the content of the clip will be disturbing, family members and the jury must be psychologically prepared."

The police said earlier that the surveillance camera footage of Kwong Ming Court could not capture the parking lot situation, but Ko looked through the clips again for caution and found there were "crucial clips" that would influence the testimonies of the expert witnesses.

He added, "I could only tell the parents of Tze-lok that the video is very important." In order to ensure the investigation was sufficient and complete, he revisited the evidence during the lunch break yesterday, "only by doing this I can be reassured and carry on the proceedings".

However, the police detective Wei Koon-kit who was responsible for reviewing the security footage testified earlier he had obtained and watched all CCTV clips outside Kwong Ming Court.

The lawyer representing the family asked, "is there any footage that captured what was happening outside the parking lot?", Wei answered no, and said, "we would also like to have these footages for investigating this case, but the problem is the focus of the camera cannot capture the parking lot!"
