Pro-Democracy and Pro-Beijing Newspapers Unite Against Government's Apathetic Stance

Apple Daily and Oriental Daily are known to be direct competitors of each other in the journalism industry of Hong Kong. Both of these newspapers report news often in a tabloid-like manner, with Apple Daily taking a pro-democracy stance, and Oriental Daily take a pro-Beijing stance. Despite their bitter rivalry and difference in political stance, which has intensified owing to the now 8-month-movement, both castigated the government for taking an apathetic stance towards this potential health crisis and epidemic, and Carrie Lam's refusal to close all ports connected to China. They even used the exact wordings to describe the inaction of the government.

In face of an apathetic and ruthless government, even sworn enemies can become allies. Perhaps Lam will be ultimate uniting force in healing the rift and bridging the chasm between different groups in societies.

Government Officials suspected for hoarding masks arouses heavy public criticism

Shortage of masks in Hong Kong is increasingly severe. However, the CSI masks that are produced by female inmates and are solely for government bureaux were allegedly used as "new year gifts", causing criticism and controversy.

On February 1, a civilian surnamed Lee drove by Ta Chuen Ping Street in Kwai Chung, he saw a driver in a private car handed out 2 boxes of CSI masks and red packets for a lady, as if presenting her new year gifts.

Many people challenged government officials for being self-serving and thoughtless, refusing to share CSI masks with the public to solve their urgent needs, particularly with the elderly.

A senior supervisor of Food and Hygiene Department, surnamed Kong showed-off numerous boxes of masks on his Facebook with a comment, bragging “shortage? I don’t think so”. Yielding to heavily criticism, he later apologised that the masks did not belong to him, but these were 6-month stocks for all front-line colleagues of his team.

First Locally Acquired Case Confirmed in Hong Kong; Another new case suspected, a warning sign of a community outbreak

The Health Department confirmed Hong Kong's first locally acquired case of Wuhan pneumonia. A 72-year-old woman living in Whampoa has contracted the new coronavirus from her son.

In addition, one new case was confirmed preliminarily of contracting Wuhan Pneumonia on February 3, leading to a total of 16 confirmed cases in Hong Kong.

The patient is a 64-year-old woman, and owner of a hostel in Tsim Sha Tsui, Yau Ma Tei and Mong Kok districts. She was admitted to Queen Elizabeth Hospital on Feb 2, but her health condition has been drastically deteriorating to critical state, requiring tracheal intubation for respiration assistance.

It was reported that the woman has not left Hong Kong while her son has travelled in the past 14 days.

The busiest land port at Shenzhen Bay Remain Wide Open

On January 24, before any "governmental restrictions" was imposed at selected checkpoints between Hong Kong and China, a total of 100,000 inbound and outbound passengers were recorded.

With the imcomplete closure of Hong Kong-China borders on January 31, inbound and outbound passengers, however, jumped to 120,000.

Under the pressure of the public, four more ports at Lo Wu, Lok Ma Chau, Huanggang and Hong Kong and Macau Ferry Terminals are closed starting from Feb 4. Nevertheless, Shenzhen Bay, being a land port with the largest number of Chinese visitors entering Hong Kong on Feb 2, remains open and connected to China, together with the Hong Kong International Airport and HK-Zhuhai-Macau Bridge link.

Meanwhile, Shenzhen has confirmed 245 cases of Wuhan pneumonia, of which 50 cases were reported from close to the Shenzhen Bay port area.

Flight Attendants’ Association calls a strike in support of medical staff, urging government to lockdown all borders with China

The Hong Kong Dragon Airlines Flight Attendants Association appealed to members and the public that a strike doesn’t mean they are clinging to life and fear death, rather it is because they do not want front-line colleagues to bear the great risk of being infected, worrying about work safety everyday.

“Guarding the health of our colleagues, passengers and the people of Hong Kong, the Association, though reluctantly, is calling for a strike, hoping to curb the virus from being transmitted to Hong Kong and to spread the epidemic any further.”

People from China rushing through Hong Kong borders by flights during “window period”, suspected to avoid mandatory quarantine

The Hong Kong government announced on Feb 5 that from
February 8 all visitors from China must undergo a mandatory quarantine for 14 days in Hong Kong.

A source from Hong Kong Airlines revealed that the reservation of flights from China to Hong Kong have risen remarkably to 76-85% on February 6 and overbooked to 102-105% on February 7.

In other words, February 6 and 7 has become a “window period" for people to leave China while avoiding mandatory quarantine in Hong Kong.

Protest-friendly Restaurant Distributes Masks in Hope to Repay Citizen’s Support for Yellow Economic Circle

Several branches of a restaurant chain (光榮冰室) were distributing masks to citizens outside their stores, hoping to fight the epidemic together. During the distribution outside their restaurants, there were long queues with mostly elderly citizens. They had to stop citizens from joining the queue in the evening since there were only limited number of masks, however, many citizens still insisted on waiting in line. The restaurant owner decided to increase the number of masks to be distributed, hoping to satisfy more citizens in need.

The owner told the reporters that his restaurant has won the support of many Hong Kong citizens during the anti-extradition movement, he was hoping that the money he earned can be given back to the community. He also mentioned that he was able to order 300,000 masks for distribution.

MTR Workers’ Union May Strike For Full Closures of Borders to Stop Transporting Virus

New coronavirus continues to spread and a few local cases were reported in Hong Kong. Following the strike initiated by the Hospital Authority Employees Alliance, the railway workers’ union Railway Power held a meeting yesterday to vote on industrial actions to combat the coronavirus. The poll had passed “in favor of a strike” as a resolution with 118 votes. NG King-cheung, vice-chairman of the Union, said if the MTR Corporation did not take actions, the railway may be responsible to the transportation of the virus throughout the city.

The Union requested to negotiate with the Corporation first, including pushing the government for a complete closure of the borders and requiring the Corporation to provide suitable protection equipment to employees. If the company refused to answer, the Union would call for a strike action together with those who signed the “declaration of strike”. NG said the Union would go public with the strike timetable to reduce public inconvenience.

Compulsory Quarantine in Hong Kong Takes Effect with Weak Enforcement

The Compulsory Quarantine imposed on mainland visitors entering Hong Kong came into effect on February 9. However, the first flight from mainland China was from Beijing at 1 am and arriving passengers were not required to check in at any isolation facility. They were asked to stay in their own residence for 14 days, where the government could conduct surprise inspections or make phone calls to ensure they didn’t go out. All passengers were allowed to leave on their own when no symptoms of illness was detected.

A notice was found at the airport reminding people who have been to China in the past 14 days to voluntarily declare their travel history. Immigration officers also randomly asked passengers on non-mainland flights whether if they have been to China. If the passenger answered “no”, they were allowed to pass through.

Riot police violently hit a civilian in the head during arrest. The man fell down and lost consciousness.

A pool of blood, very likely belonged to the man, could be seen on the ground. Riot police then attempted to stop the bleeding with face masks. Realizing that it was not working, riot police freaked out and shouted for help from voluntary first aiders.

United Christian Hospital’s Inventory of masks and protective suits would only last for 5 more days

At present, the United Christian Hospital only has an inventory of surgical mask and advance protective suits that can last for 5 days as well as N95 masks and ordinary protective suits for 20 days.

Once these surgical masks are exhausted, medical staff might need to prepare their own supply.

PRC Nationals on Princess Diamond Cruise to Be Evacuated With Hong Kong Citizens to Hong Kong

This arrangement has never been disclosed by the Hong Kong government and instead released by the PRC Embassy in Japan.

The first flight will take off on Feb 20 at 01:45.

Although the flights are run by Cathay Pacific and the evacuation plan was carried out by the Hong Kong goverment, Hong Kong CE Carrie Lam openly reiterated her appreciation to the PRC Embassy in Japan for arranging coaches to transport the passengers to the airport in Tokyo.

As of Feb 19, there are 621 confirmed cases of Wuhan pneumonia on the cruise.

Despite many countries having issued ban to prohibit PRC nationals from entering, the Hong Kong government had insisted to leave the borders with China open.

Government Issues No Masks to Cleaners, Many Forced to Wash and Reuse Old Masks

The ongoing epidemic has caused a continuous shortage of mask supplies, and outsourced cleaners are among the first to be affected. A survey conducted in February showed that 30% of cleaning companies have not provided their employees with masks. Among those who were provided masks, around 40% of them received less than one mask a day.

A cleaner mentioned that “we were given one during Chinese New Year, then (the company) asked us to wash it and re-use”. Many cleaners were forced to wash and re-use them, causing the masks to wear out and some were even damaged. Unions urges government to increase masks supply.

Hong Kong Hospital Authorities uses “Made in China" Hand Sanitizer, Allegedly Causing Skin Inflammation

A few days ago, Apple Daily exposed that The Hong Kong Hospital Authorities had proscured "made in China" antibiotic Tazocin on China's online platform Taobao.

Apple Daily again revealed that a number of public hospitals (including Caritas and Eastern Hospital) under the Hong Kong Hospital Authority had switched to a new alcohol hand sanitizer manufactured in Guangzhou, China.

Medical staff revealed that their hands was inflamed after using the sanitizer. They suspected that the hand sanitizer was the cause. Since there was no alternative supply available, they dare not to speak up.

The Eastern Hospital responded by saying the use of the said sanitizer has been suspended
and they have reported the incident to the Hospital Authorities Headquarters.

Medical staff of Caritas Hospital reported similar incident. As shown in the photos provided by the staff, the said hand sanitizer claimed to be certified by the WHO with “WHO Formulation 1”, containing alcohol, hydrogen peroxide, glycerin and other ingredients.

Following Apple Daily’s inquiry, a spokesman for the Eastern Hospital confirmed the usage of the mentioned hand sanitizer, but emphasized that no complaints were received from medical staff. That being said, they were aware of the fact that the hand sanitizer might cause allergy to some staff.

Police officer contracted Coronavirus refuses to wear mask, putting safety of medical staff at risk

Ho Yuen-ha, Chief Administration Manager of Hospital Authority pointed out that when the female police officer came to seek medical assistance, two phlebotomists with surgical masks and gloves, found that she was coughing and not putting on a mask. They advised her to wear mask and left. However, she was still found not wearing a mask after a while. Ho call for all patients to follow the instructions of medical staff and wear masks when seeking medical treatment.

Since it takes more than 15 minutes to collect blood samples and conduct electrocardiogram examination, two phlebotomists were deemed close contacts of the female police office, a carrier of coronavirus. They will undergo a quarantine of 14 days.

Questions are also raised concerning the political agenda behind the mere act of commemoration. On the eve of the global outbreak, Chinese state media has blamed the U.S. for spreading the coronavirus and revised previous news on the discovery of the Wuhan pneumonia (COVID19) in China in 2019. Recently, videos and reports disclosed how people in China celebrated the calamities due to the coronavirus outbreak in the U.S. and Japan.

Chinese Government Turn Radar Map into Black and White to Mourn Wuhan Pneumonia Deaths

The Chinese government staged a national mourning for the deceased Wuhan pneumonia patients on April 4, the Qing Ming Festival according to the Chinese almanac where people traditionally pay respect to the deceased.

On this day in 2020, the Chinese authorities forbade entertainment and social activities and lowered the flags in all government buildings. Many government websites including were turned into black and white. Whereas weather and radar maps lost their functions after being turned into black and white, Xi Jinping stayed in color on the webpage of the Foreign Ministry.

Wuhan pneumonia appeared in China since 2019 and Wuhan was the epicenter. The Chinese government has reported over 80,000 confirmed cases and over 3,000 deaths.

5 Unaccredited Labs Appointed for Hong Kong's COVID-19 Mandatory Testing

The Hong Kong Government has been requesting specific high-risk groups to undergo mandatory COVID-19 testing. An investigation by Apple Daily revealed that among 69 high-risk groups, 35 were tested by 5 appointed testing laboratories. However, none of these 5 providers were accredited under the Hong Kong Laboratory Accreditation Scheme (HOKLAS).

More alarming is the fact that some of these laboratories boasted of having “hospital-level laboratory equipment”. This is potentially misleading.

A staff member at one of the appointed laboratories acknowledged that the company is seeking ISO accreditation, although he insisted its operation is “meeting the requirements”.

A professional medical technologist pointed out that HOKLAS accreditation is a basic-level requirement of testing laboratories. He opined that it is absurd for the government to appoint a testing lab without HOKLAS certification to carry out COVID-19 mandatory tests for citizens of Hong Kong.
