Police Officer: My eyes tell me that you're too loud
Activist Charged for Violating "Noise Control Ordinance"
Avery Ng Man Yuen, the secretary general of the League of Social Democrats, set up a street booth in Wong Po last month to collecting signatures of people to garner support for the establishment of aids for the unemployed. In the process, he was charged with violating the "Noise Control Ordinance".
His case was heard in the Kowloon City Magistrates' Court, of which he denied the charges. Ng said that he had requested for the police officer to measure the amount of noise generated by his booth with a sound pressure level meter. Instead, he got an extremely hostile and antagonistic response from the officer, saying "My eyes tell me that you're too loud!".
He questioned the government, and asked if actions like these were becoming way too common nowadays, as they have exhausted all other means to oppress and persecute members of the oppostion. He even speculated that the future after the enactment of the National Security Law could mean that that setting up of street booths such as the one that he setup to help a certain community in need, would be made illegal.

Civil servants warned to refrain from partaking in pro-democracy rallies rejected by HK Police
The Hong Kong police has recently banned the application made by the Civil Human Rights Front (#CHRF) for a protest on October 1, 2020, a public holiday in Hong Kong for the Lantern Festival as well as PRC's national day.
A day ahead of now-banned-rally, Civil Service Secretary Patrick Nip Tak-kuen urged civil servants not to take part in any unauthorised assemblies during the mid-autumn and National Day festivities.
In a letter sent to civil servants on September 30, Nip said that as of the end of September, 46 civil servants have been suspended for either getting arrested for taking part in illegal public activities, or being under police investigation, or being prosecuted.
He said the government attaches great importance to the conduct of civil servants, and have zero tolerance for those who violate the law.

Video Leaked: Carrie Lam Praises i-Cable News Director for Being "Cooperative"
On Dec 1, 2020, the paid TV station i-Cable sacked around 40 staff members in the news department, including the entire team of "News Lancet", a reputed investigative news program in Hong Kong.
The sacking has triggered the resignation of the News Team en masse and discontent among journalists and audience. Many questioned whether the News Director, Oscar Lee Tsun and other senior managers, who were recently parachuted to head the news team, are carrying out political assignment.
On the next day, a video footage leaked out, wherein the news director Oscar Li had an interview with Chief Executive Carrie Lam.
In the video, Lam mocked Lee for being too “mild” in his interview questions. In embarrassment, Lee stammered, “...harder questions will come in the next session.”
Lam, however, was not contended as she continued to taunt Lee, “No wonder my press secretary said (Cable TV) is very cooperative, very cooperative, very accommodating, very accommodating.”
After the layoff plan was out on Dec 1, a number of departmenf supervisors and staff members of the News team encircled the office of the senior managers including Lee, Hui Hong-Fai, Tse Yin-na and Chan Hing-cheong.
The staff request an explanation on the TV station's criteria set out to fire them Meanwhile, 16 journalists from News Department issued a joint statement and resigned en masse in solidarity.
In the statement, they criticized management for failing to provide a clear account on reasons for sacking certain staff. They also pointed out that such decision has completely disregarded the journalists’ contribution over the years.

#CUHK cuts ties with student union
The university issued an unprecedently strong statement in the evening, stating that "The Student Union Executive Committee members have made false allegations against the University and exploited the campus for their political propaganda, which ran counter to the mission of CUHK and brought the University into disrepute. "
A spokesman stressed the election platform of #Syzygia, which won the leadership election a day ago on February 24, 2021, does not represent the position of the university, reminding them that their comments on #NationalSecurity may be in violation of the law.
The university said it will also stop collecting student union fees on its behalf and require the student body to register as an independent society to assume its own legal responsibility. Members will also be suspended from their ex-officio positions in all university committees.

Lingnan University Terminates Adjunct Appointment of 2 Outspoken Professors
In response to inquiries by Stand News, the Hong Kong Lingnan University (#HKLU) indicated the adjunct appointment of Law Wing-Sang and Hui Po-Keung have ended in September 2021, and their names have been removed from the school website's list of faculty members. They were professors of Cultural Studies.
The university did not mention the reason for not renewing their contracts.
Law and Hui are scholars active in pro-democracy protest movements, commenting often on current affairs. At the beginning of the 2014 Umbrella Movement, after the police fired tear gas on the gathering crowds, the two publicly condemned the government's actions and went on strike as teachers.
Hui is also a trustee of the “612 Humanitarian Relief Fund”, a fund supporting those injured or arrested during the Anti-Extradition Law Amendment Bill Movement.
After the implement of National Security Law, Law continued to comment on newspapers. He published an opinion piece in MingPao on September 3, 2021, saying that the implementation of the National Security Law had 'perfected' Hong Kong's democratic 'election' system overnight. It also put an end to the ongoing controversy over the pace of democratization since the city's “return to China”: “Hong Kong strides into the era of “authoritarian rule”.

Sports Event Organisers in Hong Kong Ban "Hong Kong Add Oil" in Upcoming Events
The Hong Kong Cycling Festival and the Cross-harbour Swimming Competition announced on November 16, 2021 that their events will resume after the cancellations due to the 2019 Anti-ELAB movement and the subsequent #COVID19 pandemic in 2020.
However, the organizers are banning the participants from displaying slogans such as “Hong Kong Add Oil” (meaning, "Go for it, Hong Kong") at the upcoming events. They called it a "political slogan."
The organisers warned they will involve the police if people refuse to cooperate.
Manson Hung, director of event & product development at the Hong Kong Tourism Board said that, if the cyclists show political slogans on their outfit or bicycles, the organisers will demand them to remove them. If this is to no avail, then the organizer will involve the “appropriate law enforcement departments.”
When asked if "Hong Kong add oil” was a so-called "inappropriate" Cantonese phrase, Hung gave a vague response, “I think you understand.”

Hong Kong University forces boarding students to leave dormitories and stops them from protesting
Claiming pandemic-control, at least five tertiary institutions in Hong Kong told dormitory residents to return home.
On February 10, the Chinese University of Hong Kong (#CUHK) told occupants of its student residences to leave in two days’ time by February 12 – 13.
Polytechnic University (#PolyU), Baptist University and City University (#CityU) said they also had plans to “encourage” residents to leave.
The university’s decision has caught many students in surprises, putting them through unnecessary disturbances and therefore, elicited resentment.
In just a few hours after #CUHK’s announcement, over 500 students of the university joined a discussion group on social media, calling to protest the school’s arrangement.
Although these students reiterated that their actions would remain peaceful and they would only attempt to hand in petition letter to the university, the university reacted fervently with tens of uniformed security officers stationed visible at where the students gathered.
The security guards were seen pointing video cameras at protesting students and shouting through loudspeakers for students to leave the site or they might risk violating the COVID-19 gathering restrictions.

Satisfaction with Hong Kong’s press freedom slumps to record low: Survey
On April 1, 2022, the Hong Kong Public Opinion Research Institute (#HKPORI) published the results of a telephone survey involving 1,004 respondents’ “appraisal of news media.”
Findings revealed record low results since 1997 - only 28% of respondents are satisfied with #PressFreedom in Hong Kong.
The survey also reported a record-high proportion of respondents saying that local news outlets did not utilise their freedom of speech, the highest rate since September 1997.
The overall satisfaction with media outlets’ performance also dropped from 8% (2021) to 2% (2022), a record low since records began in September 1997.
Chris Yeung, former chairperson of the Hong Kong Journalist Association said that the closure of media outlets was “definitely” a factor contributing to people’s dissatisfaction with press freedom.

Polytechnic University cuts ties with student union
The student union of Polytechnic University (#PolyU) said on April 15, 2022 that the university had cut ties with it by demanding that it stop using the university's name or claiming affiliation with the institution.
The union's Ad-hoc Executive Committee said the university had also demanded that all of its affiliated organisations must move out of the university campus by July 15, 2022.
The student union said the move came after it had refused to sign an agreement with the university requiring it not to carry out any acts that would damage the institution's reputation.
The union said it decided not to accept the agreement after the majority of its members had voted against signing it in January.
It expressed deep regret over the university’s move, saying the union had been serving PolyU students for half a century and been a bridge between the study body and the university.
It said the university’s decision means it no longer recognises the union's official status and that it amounted to an erosion of students' rights.
