As threats of ‘new Cold War’ between U.S. and China intensify, Canada needs firm strategy to adapt

Back in April, prominent U.S. senator Chuck Schumer tabled a sweeping 1,445-page bill that would lay the groundwork for America’s broad strategy to blunt China’s global rise.

The legislation, called the Innovation and Competition Act, identifies strategic industries like quantum computing, advanced semiconductors and pharmaceuticals, where it recommends the U.S. should ramp up public support. It proposes deeper protections for critical minerals, expands research spending, and aims to strengthen cyber defence capabilities, among other things.

In recent years, the "vloggers" have been increasingly presenting themselves as China-lovers, spreading Communist Party disinformation.

YouTube labels Chinese state media like broadcaster CGTN as government-funded. But there is little policing when it comes to individuals promoting similar narratives.

Some vloggers are suspected of co-operating with state-owned outlets to spread China's rhetoric to the world. But it's far from clear what really motivates them, or how effective this strategy is.

Mass testing ordered as Covid re-emerges in Wuhan

Authorities in Wuhan on Tuesday said they would test its entire population for Covid-19 after the city where the coronavirus emerged reported its first local infections in more than a year.The city of 11 million is "swiftly launching comprehensive nucleic acid testing of all residents", senior Wuhan official Li Tao said at a press conference on Tuesday.Wuhan officials announced on Monday that seven locally transmitted infections had been found among migrant workers in the city, breaking a year-long streak without domestic cases after it squashed an initial outbreak with an unprecedented lockdown in early 2020.The mainland has confined the residents of entire cities to their homes, cut domestic transport links and rolled out mass testing in recent days as it battles its largest coronavirus outbreak in months.It reported 61 domestic cases on Tuesday as an outbreak of the fast-spreading Delta variant reached dozens of cities after infections among airport cleaners in Nanjing sparked a chain of cases that have been reported across the country.Major cities including Beijing have now tested millions of residents while cordoning off residential compounds and placing close contacts under quarantine. The eastern city of Yangzhou, near Nanjing, was the latest local government to order residents to stay home after large-scale testing detected 40 new infections over the past day.The more than 1.3 million residents of Yangzhou's urban core are now confined to their homes, with each household allowed to send only one person outside per day to shop for necessities, the city government said on Tuesday.The announcement comes after the tourist destination of Zhangjiajie in Hunan province as well as nearby Zhuzhou city issued similar orders in recent days to more than two million people combined.The outbreak spread to Hunan from Nanjing last month after people infected at the Nanjing airport cluster attended theatre performances in Zhangjiajie.Officials have since been desperately tracking down thousands of fellow theatregoers and urging tourists not to travel to areas where cases have been found.Meanwhile, Beijing has blocked tourists from entering the capital during the peak summer holiday travel season and asked residents not to leave unless necessary, with top officials vowing over the weekend to "spare no expense" in defending the city.The mainland had previously boasted of its success in bringing domestic cases down to virtually zero after the coronavirus first emerged in Wuhan, allowing the economy to rebound.But the latest outbreak is threatening that success with more than 400 domestic cases reported since mid-July. Macau on alert over family Covid cluster

Macau authorities are on alert after a couple who recently returned from Zhuhai and their two children tested positive for Covid-19. The SAR said it received notification from Zhuhai authorities on Tuesday that samples they collected from two Macau residents the day before had come back positive. Subsequent tests done by Macau health officials also found the couple's son and daughter to be infected. Authorities said the 51-year-old father also recently travelled to Zhongshan, while the daughter was in Xi'an from July 19 to 24. The cases prompted local authorities to put the city under a state of "immediate prevention" from 3.30pm on Tuesday, and anyone who wishes to leave the territory must show a negative test result less than 24 hours old. Officials said the risk of a local outbreak now is "extremely high". Citizens were urged to avoid going to crowded places, and not to leave the city unless it was necessary.Macau has been largely successful in preventing the spread of Covid-19 and has only been recording sporadic infections. The latest development came as the mainland raced to contain its worst coronavirus outbreak in months.
