US defence budget has China firmly in its sights

US President Joe Biden's US$715 billion Department of Defense budget includes a 2.7 percent pay raise for troops and shifts billions in spending from old systems to help pay to modernize the nuclear arsenal to deter China.The defence spending request for fiscal 2022, which was sent to Congress on Friday, invests in troop readiness, space, the Pacific Deterrence Initiative aimed at countering China's military build-up in Asia and nuclear weapons technology.The budget request would buy warships and jets, and pay for maintenance and salaries, and an additional US$38 billion is earmarked for defence-related programs at the Federal Bureau of Investigation, Department of Energy and other agencies, bringing the national security budget to US$753 billion, a 1.7 percent increase over the 2021 figure.There is also money to further develop and test hypersonic weapons and other "next generation" systems as the military aims to build capabilities to counter Russia and China.Presidential budget requests, including those for the military, are commonly a starting point for negotiations with Congress, which ultimately decides how funds are spent.The proposed pay raise for military and civilian Defense Department workers follows a 3 percent raise for the 2021 fiscal year, which ends Sept. 30.More than US$5 billion will be spent on the Pacific Deterrence Initiative, created to counter China and focusing on competition in the Indo-Pacific with an aim to boost US preparedness in the region through funding radars, satellites and missile systems. Specifically, the Pentagon plans to increase investment in missiles like the Raytheon Technologies-made Tomahawk and Standard Missile 6 to keep China at bay.Tensions with an increasingly assertive China are on the minds of US military planners. Beijing accused the United States last week of threatening the peace and stability of the Taiwan Strait after a US warship again sailed through the sensitive waterway.To pay for this shift and things like a huge research budget, the Pentagon is seeking to divest some of its older equipment with higher maintenance costs.Divestment from the Army, Navy and Air Force will total US$2.8 billion in fiscal 2022.The retirements include four Littoral Combat Ships, 42 A-10 aircraft, which provide close air support to ground troops, as well as 14 KC-10 and 18 KC-135 planes in the mid-air refueling fleets.Fewer M1 Abrams tanks made by General Dynamics will be purchased, dropping to 70 from 102 in fiscal 2021. US sanctions Dalian Ocean over alleged abuses

The US customs agency announced Friday it would block imports of products from China's Dalian Ocean Fishing Co for alleged use of forced labour and abuse of workers on its tuna vessels.The Customs and Border Protection issued a "withhold release order" on any products from Dalian Ocean shipped to the United States, meaning importers cannot take possession of them."Companies that exploit their workers have no place doing business in the United States," said Homeland Security Secretary Alejandro Mayorkas."Products made from forced labour not only exploit workers, but hurt American businesses and expose consumers to unethical purchases."CBP said it had evidence of forced labour, withholding of wages, and abusive working and living conditions aboard Dalian's vessels.The withhold release order is applied to any seafood from the company, which operates 33 longline tuna vessels.CBP has in the past issued similar import blocks on specific Chinese fishing boats, but never before on an entire company's fleet.Dalian Ocean has been accused several times of abuse by human rights and environmental groups.South Korea-based Advocates for Public Law and the Environmental Justice Foundation said last year that one of Dalian Ocean's vessels, the Long Xing 629, had refused medical care for four crewmen suffering from unspecified ailments.Three died aboard the ship and their bodies were dumped overboard, while a fourth died after returning home to South Korea.Indonesian workers aboard the vessel said they worked 18 hours a day, were paid only a fraction of the promised US$300 a month salary, saw wages withheld, didn't dock in a port for more than a year, and were given salty water to drink.In addition, the groups say the vessel was involved in illegal, large-scale harvesting of sharks for their fins. Scientists at the Chinese lab eyed as a possible source of the coronavirus pandemic were previously filmed getting bitten and spattered with blood while handling bats without protection, according to reports.

The state-run TV footage showed researchers at the Wuhan Institute of Virology (WIV) disregarding gloves, masks and other PPE while handling bats and collecting feces in the field, Taiwan News first noted.

The European Parliament freezes China investment pact by majority

The EU–China Comprehensive Agreement on Investment (CAI) has been under negotiation since 2014. It is generally considered to be of great significance to China’s diplomacy and trade. The European Parliament voted to freeze the ratification at around 2 p.m. local time today (20May), it was passed with 599 votes in favour, 30 votes against, and 58 abstentions. According to the latest decision, European Parliament will halt the ratification and no further negotiations on the agreement will take place until China lifts sanctions on EU officials, academics, and diplomats in March.

According to reports in foreign media, chair of the European Parliament's China Delegation Reinhard Bütikofer
said that China wants to reach the agreement, but has miscalculated, and underestimated European Parliament's will in defending European interests and values.

China Planning 'Unprecedented' Tiananmen Memorial Crackdown: Report

Beijing will take "unprecedented heavy-handed measures" to crack down on next month's vigil in Hong Kong to mark the Tiananmen Square massacre, a Beijing-friendly local outlet said Tuesday.

The annual gathering in Victoria Park—banned on health grounds for a second year running—is a "minefield" for those planning to attend on June 4, according to online news portal HK01. It will be the first memorial since China's sweeping Hong Kong national security law came into effect on June 30 last year.

G7 communique takes aim at China on trade

Trade ministers from the Group of Seven (G7) wealthy nations criticised countries who undermine the global trading system and called for democratic states to rally behind reforms of the international trade rulebook.Following a virtual meeting, the G7 members said they were concerned about "increased use of non-market policies and practices" and took aim at those who use heavy subsidies, mask the state's involvement in the economy, and steal technology."These distort competition and reduce fairness and trust in the system," they said in a communique issued by Britain, which holds the rotating presidency of the G7 this year."Fundamentally, we note that they are a threat to the integrity and sustainability of the rules-based multilateral trading system."The communique did not refer to China directly, but members like Britain have repeatedly accused Beijing of undermining the system by using all the policies mentioned.China, a World Trade Organization member since 2001, has denied criticism that it steals intellectual property, unfairly hurts the environment or improperly trades goods made with forced labour.In another indirect reference to China, the communique also called on countries which use World Trade Organization rules designed for developing economies to their advantage, and called for the rules to be changed to prevent that.Britain and other WTO members have previously argued that China benefits from exceptions to the rules which were made decades ago and no longer reflect its status as an economic superpower."We call on advanced WTO Members claiming developing country status to undertake full commitments in ongoing and future WTO negotiations," the communique said.The group held "frank and constructive" discussions regarding reform of the WTO dispute resolution system - parts of which were paralysed in recent years by former US President Donald Trump's administration.They said those discussion would continue at a further meeting in October, and more broadly expressed support for WTO Director-General Ngozi Okonjo-Iweala's efforts to reform the organisation. Guangzhou neighbourhood locked down after virus surge

The southern city of Guangzhou shut down a neighbourhood and ordered residents to stay home on Saturday to be tested for the coronavirus following an upsurge in infections that has rattled authorities.Guangzhou has reported 20 new infections over the past week. The number is small compared with India’s thousands of daily cases but alarmed Chinese authorities who believed they had the disease under control.The spread of infections was “fast and strong,” the official Global Times newspaper cited health authorities as saying.Saturday's testing order applied to residents of five streets in Liwan District in the city centre.Outdoor markets, child care centres and entertainment venues were closed. Indoor restaurant dining was prohibited. Grade schools were told to stop in-person classes.People in parts of four nearby districts were ordered to limit outdoor activity.China reports a handful of new cases every day but says almost all are believed to be people who were infected abroad. The mainland’s official death toll stands at 4,636 out of 91,061 confirmed cases.On Saturday, the National Health Commission reported two new locally transmitted cases in Guangzhou and 14 in other parts of the country that it said came from abroad.Most of the latest infections in Guangzhou are believed to be linked to a 75-year-old man who was found May 21 to have the variant first identified in India, state media say. Most of the others lived together or attended a dinner with the man.That infection spread to the nearby city of Nanshan, where one new confirmed case and two asymptomatic ones were reported on Saturday after people from Guangzhou were tested, according to The Global Times. City economists say China covering up mass unemployment despite rebound from Covid

China’s economy is facing a “hidden unemployment problem” as the inefficiencies of Beijing’s brand of state capitalism begin to mount, City analysts have warned.

The number of unemployed or underemployed workers in China has soared to 17pc, up from around 5pc in 2013, according to economists at Fathom Consulting.

The calculations are far above Beijing’s official jobless figures, which are distrusted by many economists, suggesting China has more unemployed and unproductive workers weighing on its economy.
