9月11日中共在北京開了「全國外匯市場自律機制專題會議」，會議強調金融管理部門有能力、有信心、有條件保持人民幣匯率基本穩定，堅決對單邊、順週期行為予以糾偏，堅決對擾亂市場秩序行為進行處置，堅決防範匯率超調風險，當天匯率被拉升了600多點。

9月11日提前公佈了造假的8月份社融數據；8月22日在香港離岸市場發行央行央票回收市場上的離岸人民幣100億，9月13日又一次發行回收了150億；9月13日央行將香港隔夜拆借利率飆升到5.6。這幾個動作做下來最終在9月13日下午4：30人民幣匯率回調至7.2789，升值了900點。
此舉意在打爆9月份之前做空人民幣的空頭，幾乎用上了所有央行干預匯率的工具。
