人類自由指數香港排名暴跌原因
分析:香港和中國的距離愈來愈近
2021年香港發生了甚麼事?《蘋果日報》被抄家,公司亦隨之而結束。之後《立場新聞》兩位總編亦被捕,公司停運。
這一年,維園燭光不再,支聯會亦在《國安法》陰霾下宣告解散,副主席鄒幸彤被捕;之後民陣、職工盟及教協等立足香港多年的團體,亦自行解散。連參與初選亦被視為違法,47人在當年的年初被捕,案件至今仍未審結。
13年前人類自由指數排名第3的香港,近年不斷下跌,最新的整體排名在全球165個國家地區中,已由去年的第34位再暴跌至46位。當中經濟自由雖得8.55分,僅次新加坡續排第2,但在人身自由方面只得7.10分,由62位再跌至82位;言論自由更加下跌至110位,至於集會及結社自由,更排在接近底部的第146位,治安得分則微升。

Civil servants must speak with caution: Ingrid Yeung
Civil service secretary Ingrid Yeung on Saturday said civil servants must speak with utmost caution, as members of the public may associate their comments with their official role. Her remarks came after the government unveiled a plan to update the Civil Service Code to highlight the need for public officers to safeguard the country's sovereignty and national security. The draft new Civil Service Code, which includes 12 core values and standards of conduct, also states that civil servants must not refuse to implement government policies they do not agree with, or adopt a passive attitude in implementing them.Speaking on a radio programme, Yeung said it goes without saying that government workers have the responsibility to protect Hong Kong, and the country's interests."This is not an ordinary job. Civil servants are not ordinary employees. We are the employees of the SAR government, and the SAR is part of the nation, so we have the responsibility to safeguard the constitutional order and national security,” she said. The civil service minister also pointed out that government staff unions are still free to express their views on issues related to employees' welfare in future.
