Under the Colour of Law: On the Invocation of the Anti-Terrorism Ordinance against Peace
Ms. Claudia Yip, spokesperson of the Hong Kong Human Rights Monitor stated that the Anti-Terrorism Ordinance gives the government and the police excessive powers to limit the personal liberty and freedoms of Hong Kong people. It also enables the HKSAR government to disregard the freedoms of assembly and expression enjoyed by the Hong Kong people, under the excuse of ‘anti-terrorism’. The scope covered by the Anti-Terrorism Ordinance is far too broad: the UN Special Rapporteur has stated that the Ordinance should be intended for counter-terrorism purposes alone, yet recent cases of homemade bombs had already been covered adequately by existing laws. From this we can conclude that the use of the Ordinance is merely a desperate attempt to label Hong Kong protesters as ‘terrorists’.
