After the court mention on 24 March, Andy Li was supposed to be put under remand with the Hong Kong Correctional Services (CSD). Over the past few days, friends and relatives of Andy have enquired his whereabouts repeatedly with CSD to no avail, with CSD replying that Andy was not currently held at any institutions under the CSD and suggesting to make inquiries to the police instead.

With CSD repeatedly denying Andy being under their custody, his friends and relatives now reasonably suspect that the authorities have not transferred Andy to CSD in accordance with the instructions of the court. It is hoped that the authorities could promptly clarify the whereabouts of Andy, and whether he is under the custody of CSD, the police, or other departments.

It has been 6 days since Andy returned to Hong Kong. His family has now completely lost news of him and are very concerned whether his basic human rights are protected.

The following lists out the inquiries his friends and relatives had made with the authorities regarding Andy’s whereabouts to date:

25/3: enquired in person at Lai Chi Kok Reception Center, they replied that there was no such person and asked to have relatives make the enquiry with CSD;

25/3: relative called CSD headquarters to enquire, they replied that there was no such person;

25/3: called the police, they replied that they don’t know where the person was;

26/3: called hospital, they replied that they don’t have record of such person;

27/3: enquired in person at Stanley Prison, they replied that the ID number was incorrect, indicating that they have no information of the person or he was not held there.
