According to witness report, a police officer slipped, causing panic among his peers. Without any prior warning, the police pepper-sprayed the civilians and reporters on site.

Police then raised blue flag and accused the reporters and passersby walking on the pavement of "illegal assembly".

Meanwhile, as police charged in Dundas Street and Sai Yeung Choi South Street, many civilians were trapped inside the H&M shop.
